Mitch, the ex-leader of a London firm known as The Guvnors has walked away from his life of violence and more than 20 years later is happily married. He becomes concerned when his son starts to show violent tendencies through his behavior at school. He is challenged by Shanko a local gangster after Shanko learns of the reputation of The Guvnors. Shanko is then humiliated at the hands of another former Guvnor, Mickey. After a stakeout, Parker, a dirty cop, arrests the son of mob boss Joseph Corso. Parker uses the arrest as leverage against Corso and forces him to recruit Riley, a thief that Parker wants to entrap. After Corso threatens him, Riley reluctantly agrees to perform a burglary for Corso, unaware that he is being manipulated by Parker. Parker's target, however, turns out to be more secure than expected, and Corso is unable to procure access codes. Riley balks at Corso's suggestion that they torture a worker for the codes, so Parker retrieves the codes from Scotland Yard's security system. However, Dixon, Parker's protege, becomes increasingly suspicious that there's more to Parker's machinations than he lets on. Dixon takes his concerns to Sands, Parker's long-time partner, who threatens to block Dixon's promotion if he continues to ask questions.

Using film noir low key lighting and unbalanced frame compositions, along with visual and narrative tropes whose sources include John Buchan's novels and Alfred Hitchcock's films, and Hollywood productions The Fugitive and Sunset Boulevard, the film imagines former British Prime Minister Tony Blair as a fugitive on the run from the police after having been accused of a series of murders. These include the killing of his former Foreign Secretary Robin Cook, although he is also implicated in the death of his predecessor as Labour Party leader John Smith. Determined to clear his name, Blair escapes from 10 Downing Street; but he is a man with no friends willing to give him sanctuary, while a fervent media demands his capture. He is pursued across a fog-bound London by Inspector Hutton and his sergeant, who are helped in their investigation by Peter Mandelson and Gordon Brown. Blair is eventually aided by Margaret Thatcher, a Norma Desmond-like recluse (parodying the 1950 film, Sunset Boulevard), who promptly seduces him. But it gradually emerges that Blair may be innocent of the crime he is accused of committing.
