The film opens with a narrative about a nondescript town called Lakhot in Rajasthan, India. The narrator is Satyaveer Singh Randhawa (Abhay Deol), a down-on-his-luck public works engineer. He compares Lakhot – dry, desolate and despondent – to the general downturn in his own life. As he returns to his irritable and nagging wife Nimmi and their young son, we learn that Satyaveer has just been implicated in a small bribery scandal at work. Nimmi (Gul Panag) broods over how she wishes she had married a richer fellow. Satyaveer, an aspiring writer whose only novel Manorama sank without a trace, laments about how he had once wished to be famous but is now resigned to a banal and unremarkable existence.

The three meet each other for the first time at Mumbai's airport and decide to find a place together. In the course of the movie, Krishna finds out that, in order to break into the local film industry, he must first win the (decidedly risky) patronage of Don Mastana (Naseeruddin Shah), a godfather of the Mumbai underworld who's also a film producer. Mastana is a violent man who thinks nothing of impaling a lizard with a knife or shattering the skull of a fellow crime boss for making a pass at his girlfriend.

Rishi (Rishi Kapoor), the son of legendary Raj Kapoor, decides to try his hand at politics, and to garner support, re-locates to his birth village, Hadbahedi. The village is located in an isolated area where most trains do not stop, and electricity is only available for 6 hours a day. He decides to shoot a film 'Khooni Khazana' with Producer/Director, Malkani. Once there, he secretly makes a deal to lend his name to an alcoholic beverage, in exchange for a plot of land in nearby Triphala, and one Crore Rupees, while pledging to the naive villagers that he has no intention to re-locating anywhere. Misled villagers believe Hadbahedi will get popular and modernized, and decide to assist him with all their might. Things escalate into chaos, and anger, when they find out that their valuables are being stolen, and the women being molested, by the film crew, while the police accuse them of harboring a terrorist who was responsible for the 13 December 2001, attack on the Indian Parliament.
