The film is set during the Tang Dynasty-period in Chinese history, in 9th century China. The film centers on Nie Yinniang (played by Shu Qi) a female killer appointed to slay corrupt government officials by her master, Jiaxin, a nun who raised her from the age of ten. When Yinniang displays mercy by failing to kill during her duties, Jiaxing punishes her with a ruthless assignment designed to test Yinniang’s resolve. She is sent to the distant province/circuit of Weibo in northern China, which is led by the military governor Tian Ji'an, her cousin and former lover.

Sur le marché de la drogue de Hong Kong, le revendeur Jizo (Louis Koo) commence progressivement une collaboration avec certains seigneurs de la drogue mexicains de l’autre côté de la frontière. De son côté, Yu Shun-tin (Andy Lau), un ancien membre des triades devenu philanthrope et magnat de la finance, qui fut témoin de la consommation de drogue de son père pendant son enfance et dont le fils est mort du même fléau, abhorre la drogue qu'il considère comme le mal absolu. Par conséquent, il offre une prime de 100 millions HK$ pour éliminer le principal trafiquant de drogue de Hong Kong, ce qui provoque une agitation dans la société. Le surintendant principal Lam Ching-fung (Michael Miu) a l'intention d'arrêter Jizo, mais est maintenant responsable de sa protection à cause de la prime. Tout en se sentant impuissant, Lam est lui-même attiré par la prime offerte par Yu et est confronté à une lutte intérieur entre le bien et le mal. Une bataille finale éclate entre les deux magnats qui étaient autrefois des frères dans la même triade.

Through the viewpoint of an eavesdropper, it is revealed that Lo works for five of the richest in Hong Kong to manipulate the prices of shares in the stock market. A major stock exchange in the world, Hong Kong attracts not only money but any who try to manipulate the market. At the Hong Kong Police Force Commercial Crime Bureau, an operation is underway to infiltrate a trading company, Feng Hua International where a man, nicknamed "Boss" is the chief suspect. The team of Criminal Intelligence Bureau (CIB) officers, led by Inspector Leung (Lau Ching-wan) together with Yeung (Louis Koo) and Lam (Daniel Wu), installs interception devices to monitor the company's communications. Yeung is a family man, has a wife, a daughter, and a son who is suffering from a serious illness and needs constant attention, while Lam, a young new comer to the team, is to be married to the daughter of a wealthy man. Kwong (Howard Sit) is a young boy who lives with his father (Felix Wong) and stepmother (Karen Mok). He blames his stepmother for the suicide of his mother 3 years earlier and continually runs away from home. One day, while walking to school, he meets an eccentric old man (Feng Xiaogang) in the park who accidentally pours a magic potion he has created down a drain. The next day, a huge tree has grown from a seedling in the drain. Kwong goes to the man's house and steals the potion, falling and breaking it as he tries to run away. Some of the potion enters a cut in his hand, and the next day he wakes up to find he has grown to the age of 20 overnight. Kwong (Andy Lau) is thrilled that he has become an adult and is able to finally run away from home without being recognized. As he gets older each day, he learns more about being an adult and about the situations of those around him.
