The film was converted to 3D during post-production, making it the first 3D Hong Kong police action film. Firestorm was chosen to be the opening film at Screen Singapore held on 4 December 2013 where Lau and co-star Gordon Lam walked the red carpet for the film's premiere. The film also opened the 56th Asia Pacific Film Festival on 13 December 2013 in Macau. In addition, Firestorm also had its North American premier at the 57th San Francisco International Film Festival on 3 May 2014.

Sur le marché de la drogue de Hong Kong, le revendeur Jizo (Louis Koo) commence progressivement une collaboration avec certains seigneurs de la drogue mexicains de l’autre côté de la frontière. De son côté, Yu Shun-tin (Andy Lau), un ancien membre des triades devenu philanthrope et magnat de la finance, qui fut témoin de la consommation de drogue de son père pendant son enfance et dont le fils est mort du même fléau, abhorre la drogue qu'il considère comme le mal absolu. Par conséquent, il offre une prime de 100 millions HK$ pour éliminer le principal trafiquant de drogue de Hong Kong, ce qui provoque une agitation dans la société. Le surintendant principal Lam Ching-fung (Michael Miu) a l'intention d'arrêter Jizo, mais est maintenant responsable de sa protection à cause de la prime. Tout en se sentant impuissant, Lam est lui-même attiré par la prime offerte par Yu et est confronté à une lutte intérieur entre le bien et le mal. Triad leader Chiu (Ray Lui) calls up a meeting hoping to find someone willing to adopt an abandoned male infant he picked up in Temple Street. During the meeting, nobody was able to stop the infant from crying until it was passed to a servant's arms. He is Tong Chau-sui (Ng Man-tat), who is chosen as the adoptive father of the infant. In Macau, criminal Tong Heung-tung of the Hunan Gang, who bombed the Hong Kong police headquarters, was being send back to Hong Kong by Kowloon OCTB inspectors Lee Ho-lung and Lo Mo. During the process, the police van was ambushed by the Hunan Gang who helped Tong escape. Lee chased the gang all the way past the Mainland border and arrested them causing mass destruction which maddened his superior officer Chan.

Before the competition for the title of the world's greatest between Ming-kim and Siu Sam-siu, Siu Sam-siu was framed by Ming Lau Fah sect's leader Ku Choi-yee for murder. It was found out that Ku framed Siu Sam-siu to help Ming-kim, whom she has been admiring, win the title of the world's greatest. When retired police detective Fan Chi-hung (Alex Man) hears that his former superior Brown's (Roger Ball) son has been kidnapped, he comes back to Hong Kong from the United States to assist in the rescue. Along with Brown's adopted son, Kit (Andy Lau), they go through several investigations and finally rescues the child, which Brown is grateful about. Fan also takes the opportunity to see his ex-lover, Shirley (Kelly Yiu). Kit also knows Shirley and gradually falls for her daughter, Cindy (Regina Kent). However, thing suddenly change. It is revealed that Brown actually engulfed a huge sum of money from a Japanese company, which leads Yakuza member Hoshida (Michael Chan) to Hong Kong to find out the truth. Hoshida, who was originally named Pu, was Shirley's ex-husband when the former was a triad member in Hong Kong. When Browns learns about this relationship, he tells Fan to depart from Hong Kong and let him negotiate in Japan. Unexpectedly, Brown betrays Fan, and the Yakuza tries to kill Kit and Fan and later kills Kit and Cindy. Fan also unintentionally learns of Hoshida and Shirley's relationship and Fan decides to battle to death with the Yakuza.

The film centers around Wah (Lau), a mob enforcer who primarily deals with debt collection.
