One year after the famed Battle of Thermopylae, Dilios, a hoplite in the Spartan Army, begins his story by depicting the life of Leonidas I from childhood to kingship via Spartan doctrine. Dilios's story continues and Persian messengers arrive at the gates of Sparta demanding "earth and water" as a token of submission to King Xerxes; the Spartans reply by killing and kicking the messengers into a well. Leonidas then visits the Ephors, proposing a strategy to drive back the numerically superior Persians through the Hot Gates; his plan involves building a wall in order to funnel the Persians into a narrow pass between the rocks and the sea. The Ephors consult the Oracle, who decrees that Sparta will not go to war during the Carneia. As Leonidas angrily departs, a messenger from Xerxes appears, rewarding the Ephors for their covert support.

It is 1999 and Sierra Leone is ravaged by major political unrest. In the late 2020s the world is in turmoil, with the United States fractured as a result of prolonged conflict and a pandemic of the "St. Mary's Virus" ravaging Europe. The United Kingdom is ruled as a fascist police state by the Norsefire Party. Political opponents, immigrants, Muslims, homosexuals and other "undesirables" are imprisoned in concentration camps. On November 4, a Guy Fawkes-masked vigilante identifing himself as "V" (Hugo Weaving) rescues Evey Hammond (Natalie Portman), an employee of the state-run British Television Network (BTN), from members of the "Fingermen" secret police while she is out past curfew. From a rooftop, they watch his demolition of the Old Bailey criminal court building, accompanied by fireworks and the 1812 Overture. Inspector Finch (Stephen Rea), Scotland Yard's Chief of Police, is tasked with investigating V's activities while BTN declares the incident an "emergency demolition". V interrupts the broadcast to claim responsibility and urges the people of Britain to rise up against their government. He asks them to meet him exactly one year later, on November 5, Guy Fawkes Night, outside the Houses of Parliament, which he promises to destroy. During the broadcast, the police attempt to capture V. Evey helps him escape but is knocked unconscious.

Young, starstruck Robert Ford (Casey Affleck) seeks out Jesse James (Brad Pitt) when the James gang is planning a train robbery in Blue Cut, Missouri, making unsuccessful attempts to join the gang with the help of his older brother Charley (Sam Rockwell), already a member. The train turns out to be carrying only a fraction of the money originally thought, and Frank James (Sam Shepard) tells Charley Ford that this robbery would be the last the James brothers would commit, and that the gang "gave up their nightridin' for good." Jesse returns home to Kansas City, bringing the Fords, Dick Liddil (Paul Schneider) and his cousin, Wood Hite (Jeremy Renner). Jesse sends Charley, Wood and Dick away, but insists that Bob stay. He wanted the younger man just for his help in moving furniture to a new home in St. Joseph. Bob becomes more admiring of James before being sent back to his sister's farmhouse, where he rejoins his brother Charley, Hite, and Liddil.

Jacob "Jake" Geismar (George Clooney), an American war correspondent for The New Republic, returns to Berlin during the Potsdam negotiations between the Allied powers after World War II was over in Europe (May 1945) but before hostilities ended in Asia (August 1945). Jacob witnesses his murdered driver, a black-marketeering American soldier named Tully (Tobey Maguire), being fished from a river eddy, suspiciously adjacent to the Potsdam conference grounds. The corpse is discovered to be in possession of 50,000 German reichsmarks — which are later revealed to have been printed by the U.S occupying forces.
