The movie begins with a reporter writing articles about underworld dons and the reasons why people enter the underworld and practice rowdyism. Set in Tulsa, Oklahoma, the film begins in a diner called Bennys Billiards, where local tough guy Rusty James is told by Midget that rival group leader Biff Wilcox wants to meet him that night in an abandoned garage lot for a fight. The story is set in the backdrop of the slums of Pudhupettai in Chennai, as the title suggests, where a high school kid Kokki Kumar (Dhanush) sees his mom dead after he comes back from watching a film. His father, the murderer is also planning to kill his son Kumar. Kumar sensing danger runs away from home. Homeless and with no food Kumar resorts to begging until he is falsely arrested while standing by and watching a commotion on the street. In jail he befriends handymen of a local goon who take Kumar with them and give him petty jobs to do. In a confrontation with goons of another gang Kumar kills the brother of his enemy gang's head Murthy thus earning the respect of his gang and making enemies for himself both within his gang and outside.

Chief Inspector Charles Dreyfus narrates a flashback of a soccer match semi-final between France and China. French coach Yves Gluant comes down the stadium, wearing the Pink Panther diamond ring and kisses his girlfriend, pop star Xania, after whispering something to her. After France wins the game, Yves dies from a poison dart, and the Pink Panther vanishes. Eager to win the Medal of Honour, Dreyfus promotes a clumsy policeman and "village idiot", Jacques Clouseau, to the rank of Inspector and assigns him to the Pink Panther case. Meanwhile, Dreyfus assembles a secret team of top investigators to crack the case, allowing Clouseau to serve as the public face of the investigation so that media attention is focused on Clouseau. Dreyfus assigns Gilbert Ponton as Clouseau's assistant and instructs Ponton to keep him informed of Clouseau's actions. Ponton becomes good friends with Clouseau and remorseful of his orders.
