Suraj and Deepak live a poor lifestyle in a village along with their widowed father, who has always taught them to be honest. Both re-locate to the city and find employment with the Police Force, while Suraj is a Havaldar, Deepak is a Traffic Constable. Suraj does his job honestly and diligently and is often reprimanded by Inspector Waghmare. Then differences arise between Suraj and Deepak when the later comes to testy in favor of an accused, Narendra Khanna, who was arrested by Suraj for killing a man. Things come to a boil when Soni's husband is brutally murdered in broad daylight, and when officers of both Shaitaan Chowki and Kala Chowki refuse to investigate nor even register this homicide, she decides to take matters into her own hands

Ashok Bansal (Jackie Shroff) is a strict industrialist, inspired by the British 'stiff upper lip'. Ashok starts hating poor people & starts working hard to become rich. In bad fortune, while saving his employer Kasturi Prasad's (Dalip Tahil) life, Suryanath (Bharat Bhushan) loses his legs. In appreciation, Kasturi allows Chandra Mohan (Harish Kumar), Suryanath's son, to work in his home. Kasturi's daughter Neelima (Karisma Kapoor) initially makes fun of teases Chandra but soon falls in love with him. Kasturi is against this affair and sends henchmen to attack Chandra, which results in their murdering Suryanath during the meelee. Young Chandra is convicted of the crime and is sent to a youth detention center as a punishment. The head jailer tortures Chandra but center Superintendent Prabhavati (Rama Vij) understands his emotions and love for Neelima and intercedes. She tries to reunite the two lovers.

The story revolves around two brothers, Kishen (Jackie Shroff) and Karan (Anil Kapoor), who have spent their childhood growing up alone on the streets of Mumbai. In order for Karan to have a better upbringing and education, Kishen joins Anna Seth (Nana Patekar). Anna owns an oil factory, but that's a mere prop to cover up his dealings within the underworld. Karan is unaware of the fact that his brother is working for a gang. Inspector Prakash (Anupam Kher), Karan's best friend, is aware of Anna's gang activities and wants to bring him to justice. Anna knows that Karan and Prakash are best friends, so he sets up the murder of Prakash when Prakash and Karan are supposed to meet after Karan's arrival from America. Karan witnesses the murder of his friend Prakash, who dies in his arms.

Governor Jaisingh Sinha (Raj Babbar) is a popular and prominent political figure of the state, besides being well known as an upright person. One day, Gov. Sinha presides over a meeting on the issue of "Open Door Policy", a scheme which will pave the way for foreign companies to operate in India, by implementing usage of computer, industrial machinery etc. The meeting is attended by influential industrialist Meghnad Chaudhry (Dalip Tahil), Union leader Vilas Rao (Sharat Saxena) and minister Mantriji (Prem Chopra), among others. While Chaudhry is in favour of the policy because it would generate foreign investment in India, Vilas Rao strongly opposes the policy which would bring with it the unemployment of a large number of workers because of the utilization of computers and industrial machinery. The difference of opinion of Chaudhry and Vilas Rao leads to a heated argument between the two for which Gov. Sinha terminates the meeting without arriving at any decision on the policy.

The affable Nandu (Sanjay Dutt), a small-time crook who is hired to deliver a mysterious package to a notorious criminal named Pinky (Paresh Rawal).
