Synopsis

Police Officer China O'Brien (Cynthia Rothrock) is a good cop who teaches martial arts class to her fellow officers. After an altercation with a gang that leads to the accidental death of a young boy, China resigns from the force, and returns to her hometown of Beaver Creek, Utah. Her father, John O'Brien (David Blackwell), is the sheriff and is very pleased to see her. China discovers that John is gradually losing control of the town to local crime boss Edwin Sommers (Steven Kerby), who controls corrupt deputy Marty Lickner (Patrick Adamson) and corrupt local judge Harry Godar (Will Hazlett). In Hong Kong, Inspector Ng manages to stop the theft an armored car from a group of criminals. In another part of the city, a deal is being made between a Westerner and an assassin. After the deal goes sour, the assassin kills the Westerner while a duo of Asprin (Hoi Mang) and Strepsil enter to pickpocket the Westerner and steal his passport. Unknown to all of them is that the Westerner had secret microfilm that contained details of a group of criminals involved in illegal activities, most notably Mr. Tin. Inspector Ng arrives later and is heartbroken as the man who was killed was Richard Nornen, with whom she was romantically involved.

Two cops - Sean (Chad McQueen) and his partner Billie (Cynthia Rothrock) are on the front line in the city's never ending war on crime. Master thief Max Burdett (Pierce Brosnan) and his beautiful accomplice, Lola Cirillo (Salma Hayek), steal the second of three famous diamonds, known as the Napoleon diamonds, from FBI Agent Stanley P. Lloyd (Woody Harrelson). But Lloyd shoots Max before passing out from being gassed by the thieves. Max survives and tells Lola to get the diamond.
