Halloween Town is a fantasy world filled with citizens such as deformed monsters, ghosts, ghouls, goblins, vampires, werewolves and witches. Jack Skellington, a skeleton known as The Pumpkin King, leads them in organizing the annual Halloween holiday. However, in a monologue, Jack reveals he has grown weary of the same routine year after year, and wants something more. Wandering dejectedly in the woods, he stumbles across the seven holiday doors and accidentally opens a portal to Christmas Town, whose residents are charged with organizing the annual Christmas holiday. Impressed by the bright and cheery feeling and style of Christmas, Jack presents his findings and his understanding of Christmas, to the Halloween Town residents. However, they fail to grasp his meaning and compare everything to their ideas of Halloween, although there is one Christmas character they can relate to: the fearsome lobster-like king of Christmas Town who flies at night, named "Sandy Claws". Meanwhile, Jack who barely understands Christmas himself, obsessively tries to study the holiday but fails to grasp any further meaning of it. He ultimately decides that since he cannot understand it, he should improve it, and announces that the citizens of Halloween Town will take over Christmas this year.

The film is presented as a safety instruction video for forklift truck drivers and shows the first day of work for newly qualified forklift truck driver Klaus. The film highlights, in a gory manner, the dangers of unsafe operation of machinery. As the film progresses the injuries/deaths become more brutal, beginning with things like a man falling from the fork lift after he was lifted improperly, and closing with the most violent: ending in a stray chainsaw being driven around by a severed arm on the floor, reaching and ripping through a man who had already been cut in half waist-down due to Klaus' previous accident. A gory POV shot of the chainsaw chopping through the man is shown. The film ends as Klaus is decapitated by the chainsaw and two men are left impaled onto the forklift prongs, screaming. The forklift drives off into the sunset as the impaled men continue to scream with the chainsaw racing after them.

This gathers the attention of many passers-by who begin to congregate and watch the action. Several people (including a strong man, a repair man and a police officer) try to open the door but it remains stuck. Eventually a firefighter tries to break open the glass roof of the phone booth when the phone booth company appears. They unbolt the booth and take the booth (with the man inside it) away on their truck. The crowd cheers and gladly waves the man away. The man watches frantically as he is carted across town. He tries to scream for help from people, but everyone just smiles and waves. Eventually the truck stops next to another truck also carrying a man stuck in a phone booth. The two men try to communicate but cannot. After many hours the truck arrives at a massive underground warehouse. The phone booth is lifted up in the air by a giant magnet and the truck drives away. The phone booth is carried by a forklift through the warehouse, which is full of phone booths containing mummified remains of other trapped citizens. The man struggles in fear but cannot escape. The forklift drops him and leaves. The man looks to his right and sees the trapped man he saw on his way to the warehouse who has strangled himself with the fake telephone cord. The man collapses out of frame in despair. The film ends with the phone booth company setting up a similar booth in the same park.
