Set in the 1930s during Japan's colonial rule of Korea, many Korean resistance activists are based in Manchuria, northeastern China while hiding from Japanese authorities. In 1933, orders are given to assassinate Kawaguchi Mamoru, the governor of the Japanese garrison in Gyeongseong, and Kang In-gook, a pro-Japanese Korean business tycoon. For this covert mission, Yeom Seok-jin, an agent of the provisional Korean government who had broken out of prison in 1911, is tasked to do the same for three people and bring them to Shanghai: topnotch sniper Ahn Ok-yun, who's in a Manchurian jail for shooting her superior; Chu Sang-ok (nicknamed "Big Gun"), one of the last graduates of the Independence Military School and in prison after stealing guns from Chiang Kai-shek's army then selling them; and Chu's cellmate Hwang Deok-sam, an explosives specialist imprisoned for selling faulty product. The squad arrives in Gyeongseong, not knowing that one of them is secretly working for the Japanese and has hired freelance assassin Hawaii Pistol and his sidekick Old Man to kill members of the team.

Nick Rivers (Kilmer), a United States rock star, has the number one song in America ("Skeet Surfing"). He travels to East Germany to perform at a cultural festival, and at a dinner, he sees the beautiful Hillary Flammond (Gutteridge), a member of the resistance movement, attempting to avoid the authorities. He pretends to be her date to get to know her, and performs an impromptu song and dance ("Tutti-Frutti") mistakenly thinking that he was asked to do so, to the delight of Hillary and the crowd but to the annoyance of the emcee who intended to introduce someone else. He later sees Hillary at a ballet, where she is trying to meet with a resistance contact, but is met by the police instead. Nick saves her and they try to escape, but Nick turns himself in so that Hillary can get away. He is taken to a prison where he is questioned and tortured, but he knows nothing and does not break. In an escape attempt, he ends up in the secret lab of Dr. Paul Flammond (Gough), a brilliant scientist developing the "Polaris naval mine", a device that can destroy the entire NATO submarine fleet; the Germans force him to work by threatening to kill his daughter Hillary. Nick is recaptured and scheduled for execution.

At a bistro in the Montmartre district of Paris, IRA operative Deirdre (Natascha McElhone) meets with ex-special operatives-turned mercenaries Sam (Robert De Niro), Larry (Skipp Sudduth), and Vincent (Jean Reno), and takes them to a warehouse where fellow mercenaries Gregor (Stellan Skarsgård) and Spence (Sean Bean) are waiting. There, Deirdre briefs the men on their mission: that they have been hired to attack a heavily armed convoy and steal a large metallic briefcase, the contents of which are never revealed. As the team prepares, Deirdre meets with her ex-IRA handler, Seamus O' Roarke (Jonathan Pryce), who reveals that the Russian mob is bidding for the case and the team must intervene. After Spence is exposed as a fraud by Sam and summarily dismissed, the others depart for Nice. Sam and Deirdre develop an attraction to each other during a stakeout. On the day of the sale, Deirdre's team ambush the convoy at La Turbie and pursue the survivors back to Nice. After a gun battle at the port, Gregor steals the case and disappears.

As German forces take over Czechoslovakia in March 1939, Axel Bomasch (James Harcourt), a Czechoslovak scientist working on a new type of armour-plating, is flown to Britain. Bomasch's daughter, Anna (Margaret Lockwood), is arrested before she can reach the airport and sent to a concentration camp, where she is interrogated by Nazis who are after her father. Anna refuses to cooperate. Soon she is befriended by a fellow prisoner named Karl Marsen (Paul Henreid), who says he is a teacher imprisoned for his political views. Together they are able to escape and make their way to London. Anna does not know that Marsen is in fact a Gestapo agent assigned to gain her trust and locate her father.

In pre-revolutionary Cuba, James Wormold (Alec Guinness), a vacuum cleaner salesman, is recruited by Hawthorne (Noël Coward) of the British Secret Intelligence Service to be their Havana operative. Instead of recruiting his own agents, Wormold invents agents from men he knows only by sight, and sketches "plans" for a rocket-launching pad based on vacuum parts to increase his value to the service and to procure more money for himself and his expensive daughter Milly (Jo Morrow). Because his importance grows, he is sent a secretary, Beatrice (Maureen O'Hara), and a radioman from London to be under his command. With their arrival it becomes much harder for Wormold to maintain his facade. However, all of his invented information begins to come true: his cables home are intercepted and believed to be true by enemy agents who then act against his "cell". One of his "agents" is killed, and he is himself targeted for assassination. He admits what he's done to his secretary, and is recalled to London. At the film's conclusion, rather than telling the truth to the prime minister and other military intelligence services, Wormold's commanders (led by Ralph Richardson) agree to fabricate a story claiming his imagined machines had been dismantled, bestow honors on Wormold, and offer him a position teaching espionage classes in London.
