Hong Kong treasure hunter Jackie, a.k.a. "Asian Condor", is summoned by Baron Bannon at his mansion in Madrid, Spain, where he is told of a story of a German commander named Hans von Katterling and his regiment burying 240 tons of gold at a secret base deep in the Sahara Desert in Africa before the end of World War II. The 18 soldiers involved in the operation disappeared under mysterious circumstances. By request from the United Nations, Bannon gives Jackie an unofficial mission to locate the base and recover the gold. Aside from acquiring the key to the base, he is partnered with Ada, an expert in African geography. Upon discovery of the gold, Jackie is promised one percent of the treasure, or roughly 2.5 tons of gold.

The film opens with a scene of Cao Cao attending Guan Yu's funeral — Guan's severed head is buried with a wooden statue in place of his body. The scene flashbacks to 20 years ago: After Guan Yu had been separated from his sworn brother Liu Bei, he temporarily served Cao Cao while he waited for news of Liu's whereabouts. At the Battle of Baima between Cao Cao and his rival Yuan Shao, Guan Yu slew Yuan's general Yan Liang and lifted the siege on Baima. As a reward, Cao Cao suggested to Emperor Xian to grant Guan Yu a marquis title and promote him to a higher rank.

In the 1930s, Foshan is a hub of Southern Chinese martial arts, where various schools actively recruit disciples and compete against each other. While most of the group attempt to vie for Shirley's affection, Teapot ultimately forms a relationship with her.

Zhao Zilong begins his career by enlisting in Liu Bei's army. He befriends a fellow soldier, Luo Ping'an, who is also from his hometown in Changshan. Not long later, Zhao participates in a battle against Liu Bei's rival Cao Cao. He follows Zhuge Liang's plan and launches a sneak attack on the enemy camp at night, achieving his first victory. Liu Bei is overwhelmed by Cao Cao and is forced to retreat to Phoenix Heights but is separated from his family during the chaos. Luo is ordered to find and bring Liu's family back safely but fails. Zhang Fei is angered and thrusts his spear towards Luo, but Zhao blocks the attack and engages Zhang and Guan Yu in a fight. Zhao remains undefeated after dueling for several rounds and Liu Bei is impressed by his skill. Zhao offers to retrieve Liu's family, and Guan Yu and Zhang Fei cover him while he breaks through enemy lines to begin the search.

The target is Chaibat, a drug lord based in Hong Kong. To infiltrate Chaibat's organization, Ka-Kui is to get close to Chaibat's henchman Panther, who is in a Chinese prison. Ka-Kui, posing as a petty criminal prisoner, manages Panther's escape with the connivance of the guards. Grateful Panther invites Ka-Kui to go with him to Hong Kong and join Chaibat's gang. Panther meets up with some of his other men, and vouches for Ka-Kui. The group heads for Hong Kong.

Following a violent struggle, Max and the baby fall over the side—the baby is caught by Thongs, while Max plummets to his death. Reclusive cop Dave (Daniel Wu) unwittingly saves the life of criminal gang leader Hon Kong (Nick Cheung) by donating his blood, thus symbolizing that despite diametrically opposed outer appearances they are essentially made of the same stuff. The gang members hide their faces behind traditional demon masks when committing their violent crimes. During psychotic episodes Dave experiences his own demons within as he sets out to play off the gang members against each other, resulting in everyone's annihilation. It is then revealed that Dave was brought up by a high expressed emotion father in a socio-economically disadvantaged living environment. He witnessed his father's death inadvertently caused by the responsible policeman who resembled Hon Kong. As a young, innocent soul who had lost the father, he impulsively went on to take revenge, resulting in excessive guilt that predisposed the onset of psychosis later in his life. The event whereby he rescued Hon Kong reminded him of his suppressed memories as a child who had done wrong but trying the hardest to make reparation. Before his inevitable death, there was an opportunity for him to resolve his subconscious intrapersonal conflicts which was to have the courage to fix a mistake done.
