One narrative follows Miss Monde 1984/Miss Canada (Carole Laure), who wins a contest of the "most virgin"; her prize is the marriage to a milk industry tycoon (John Vernon). However, following his degrading puritanical introduction to intercourse, she vents her intention to leave to her mother-in-law who, at that point, nearly has her killed. The family bodyguard (Roy Callender) takes her away, further humiliates her, and finally packs her in a trunk bound for Paris. She finds herself on the Eiffel Tower, where she absently meets and has intercourse with a Latin singer, El Macho (Sami Frey). The sexual act is interrupted by touring nuns who frighten the lovers into penis captivus. In her post-coital shocked state, she is adopted into an artist community led by Otto Muehl, where she finds affectionate care. The commune practices some liberating sessions, where a member, with the assistance of the others, goes through a (re)birth experience, cries, urinates and defecates like a baby, while the others are cleaning and pampering him. Later she is seen acting for an obscene advertisement, in which she is naked, covered in liquid chocolate.
18-year-old Helen uses vegetables for masturbation and believes that body hygiene is overrated in our society. She provokes others by saying and doing things most people would not even dare to imagine.
In the opening scene the protagonist begins to reminisce about his youth and remembers the day he was saved from execution in a raid performed by the anarchist cell he would later join. After reaching a safe house the group begins to teach him the tricks of their trade. He later takes part in several missions, though he continues to have difficulty throughout the film with the violence of his new job.
Jake Cassevetes (Nathan Crooker) is a world-renowned cameraman who has just arrived back from being embedded during the U.S. invasion of Iraq. Jake does not buy into the theory of a corporate-controlled press. Though, after having much of his best footage in Iraq censored by the network, Jake is growing disillusioned with his corporate masters. During this, Jake befriends a boy (Brett DelBuono) and in time meets his mother, Tina Santiago (Rosario Dawson), a pretty young widow whose husband died while serving in Iraq, with whom he forms a close bond.
John (Scott Adkins) awakens from a coma to find that his wife and daughter were brutally murdered in a home invasion. Haunted by images of the attack, he vows to kill the man responsible: Luc Deveraux (Jean-Claude Van Damme), one of the original Universal Soldiers (UniSol). While John tries to piece his reality back together, things are complicated by a relentless UniSol named Magnus (Andrei "The Pit Bull" Arlovski), who is determined to kill John. Meanwhile, Deveraux and surviving UniSol Andrew Scott (Dolph Lundgren) are preparing to unleash anarchy and build a new order ruled by Unisols. They are weeding out the weak and constantly testing their strongest warriors in brutal, life-and-death combat. Luc has emerged operating the Unisol Church of Eventualism, taking in wayward Unisols whom the government has been secretly operating as remote controlled sleeper agents. His mission is to liberate these Unisols from the implanted memories and the lies the government has inserted in them. As John gets closer to Deveraux and the rogue army of genetically enhanced warriors, he discovers more about himself and begins to call into question everything he believed to be true.
The story is narrated by the protagonist, Puck, who opens with a monologue describing the basic reasoning underlying his philosophy, as well as the film's general interpretation of Anarchism, as he walks through the commune he lives in, while events of his daily life are presented.
