Clyde A. Bruckman (September 20, 1894 – January 4, 1955) was an American writer and director of comedy films during the late silent era as well as the early sound era of cinema. Bruckman collaborated with such comedians as Buster Keaton, W. C. Fields, Laurel and Hardy, The Three Stooges, Abbott and Costello and Harold Lloyd.

In the fictional country of Moronika, three munitions manufacturers—Messrs. Ixnay (Richard Fiske), Onay (Dick Curtis) and Amscray (Don Beddoe)—decide their country is in need of a change. They decide to implement a dictatorship, oust the king, and go about finding someone stupid enough to be a figurehead leader. Ixnay volunteers the three wallpaper hangers simultaneously working in his dining room—the Stooges.

Dr. J. Dockweiler Droop (Robert Woolsey) is a carnival charlatan, scamming local shills out of their hard earned money. He adopted Rosie (Anita Louise) when she was three, and has raised her to become a pretty young woman, who is just as good an operator as her adoptive father is. The scene opens in the duo's flat at night time. Stan complains that he has a toothache. Ollie goes to the bathroom to get him a hot-water bottle and keeps stepping on a tack which is lying around. When Stan gets the water bottle, the lid opens and the water pours out in the bed. The two of them make much noise and the landlord (Charlie Hall) comes in, telling them that they will have to leave first thing in the morning.

Hardy enrolls Laurel at a boxing competition. Laurel, however, is too weak, and unfortunately loses. Hardy then seeks advice from an insurer on how to easily earn a lot of money: Laurel has to have an injury, so that Hardy can then pocket the insurance money. Hardy places a banana peel on a sidewalk, bringing Laurel there. But a pastry chef stumbles on the peel, and gets angry with Hardy, throwing a pie in his face. Hardy responds to the provocation, and soon the entire city block is involved in an epic battle of pies.

Unfortunately, the new house turns out to be 'Jerry-built', put up in two days. After several disasters occur, Papa Gimplewart asks "Is there anything else can happen?". He then realizes that the inmates from the asylum have just moved in next door.
