The film opens at an 18th-century ball, where Baron Hieronymus von Münchhausen is propositioned by a young woman who is engaged to another man. He graciously rejects her advance, and as she leaves, she asks him to turn on the light. The camera follows his hand to a modern light switch, and the young woman drives off in an automobile. The next day, the Baron, out of his costume and in modern dress, regales two of his guests with stories of the famous Baron Münchhausen, to whom his guests think he is distantly related.

Trois ingénieurs - l'Allemand Hagen, le Britannique Corner et le Français Duval - travaillent pour la compagnie vénézuélienne Ortiguez. Brack, un contremaître compatriote de Hagen, veut retourner en Allemagne avec lui. Avant le départ, ils se rendent dans un bar. Heini Völker is a teenage boy. His comrades give him the nickname "Quex" (Quicksilver). He lives in poverty in Berlin, in a one-room apartment. The year is 1932 - the depth of the Depression. His father is an out-of-work supporter of the Communist Party who sends his son on a weekend of camping with the Communist Youth Group. While there Quex finds the undisciplined revelry of the Communists to be distasteful. There is smoking, drinking, and dancing late into the night. Meals are served by cutting hunks from loaves of bread and throwing them to hungry campers who push to get something to eat. Boys and girls play games where they take turns holding each other down and slapping each other on their private parts. Quex runs away and in another part of the park finds a group of Hitler Youth camping by a lake. He spies on them from a distance.

Der Hauptmann von Köpenick is based on a true story that took place in Germany in 1906. A poor cobbler named Wilhelm Voigt purchased the second-hand uniform of a Prussian infantry captain. Wearing this, he travelled to the borough of Köpenick and ordered a troop of guardsmen to place themselves under his command. He then declared the town hall to be under military law, ordering the arrest of the mayor and treasurer and confiscating all the funds in the exchequer. In this film version it's a considerable sum of 4,000 reichsmarks. Voigt's orders were obeyed without question and he temporarily got away with the caper, although he was eventually caught.
