During the Mexican-American War (1846 – 1848), Second Lieutenant Boyd fights in the United States Army (Boyd is a former officer in the Army of the Republic of Texas, that merged with the US Army in 1846 - he still wears the Texas Army rank insignia of second lieutenant: one five pointed star on each shoulder strap). But in battle his courage fails him, and, to avoid being killed, he plays dead—while his unit is massacred. He is transported along with the other dead (with his commanding officer's blood dripping into his mouth) back to the Mexican headquarters. However, in a moment of sudden bravery, he captures the Mexican command. For his heroism Boyd is promoted to Captain, but when his commanding officer learns of the cowardice by which his victory was achieved, he exiles Boyd to the remote Fort Spencer in the Sierra Nevada mountain range.

Lieutenant Danny Roman (Samuel L. Brothers Dova (Matt Dillon) and Milo (Gary Sinise) are small-time crooks. They and a partner named Law (William Fichtner) pull a holdup in New Orleans that goes terribly wrong. A police officer is killed, as are two other men. The robbers flee to a local bar, Dino's Last Chance, desperately taking everyone inside hostage. Milo is seriously wounded and bleeding. Law is a sociopath who is ready and willing to kill anyone who gets in his way. Dova is their leader, trying to keep the situation calm while federal agents, led by Browning (Joe Mantegna), surround the bar. A bar employee, Janet (Faye Dunaway), tries with failure to reason with the intruders. Her boss, Dino, behind the bar, secretly has a shotgun that he is hoping to get a chance to use. Besides a barfly (John Spencer) who is barely coherent and a younger man (Skeet Ulrich) shooting pool, there is one other customer (Viggo Mortensen), a man named Foucard dressed in a business suit, who is not as innocent as he seems. Revealed shortly into the movie, Andrew Morenski (Cryer) and two others, all stockbrokers, have managed to pass bogus bonds for a mobster awaiting trial. After an evening out at a bar, one of the stockbrokers is killed in his home. The next morning, the FBI take the other two into protective custody. After convincing his FBI hosts that he wants breakfast and out of the safe house, Andrew and his FBI bodyguards are followed by hitmen hired to eliminate them. One of the FBI bodyguards is killed in a diner, the other injured, and Andrew flees the scene. While running from the hitmen, he manages to board a train and temporarily escapes.
