Wakeford is most known for working on Martin Scorsese's films Mean Streets and Alice Doesn't Live Here Anymore, as well as on the films Some Folks Call It a Sling Blade and Wedding Bell Blues.

When small-time criminal Eli (Max Parrish) accidentally shoots his heiress fiancee (Sean Young) in a forced shot-gun wedding, he flees with her fortune. Police Officer China O'Brien (Cynthia Rothrock) is a good cop who teaches martial arts class to her fellow officers. After an altercation with a gang that leads to the accidental death of a young boy, China resigns from the force, and returns to her hometown of Beaver Creek, Utah. Her father, John O'Brien (David Blackwell), is the sheriff and is very pleased to see her. China discovers that John is gradually losing control of the town to local crime boss Edwin Sommers (Steven Kerby), who controls corrupt deputy Marty Lickner (Patrick Adamson) and corrupt local judge Harry Godar (Will Hazlett). When John and honest deputy Ross Tyler (Chad Walker) are killed by car bombs that were planted by Sommers's henchmen, there is an emergency election to elect a new sheriff.

The Mafia learns that a new civic center will be built, and they buy all of the land for the site of the building—all except for one place: a karate school owned by Pop Byrd, Black Belt Jones' old friend. Pop Byrd had borrowed money from a local drug dealer, Pinky, in order to open his school. Pinky had been stealing money from the mafia and was forced to pay them $250,000 or get Pop's building for them. Pinky inflated the debt, with the intent of offering Pop the deal of trading his building in exchange for the debt being cleared. However, things do not go as planned, as Pop is accidentally killed by Pinky's men during an intimidation attempt. Before he dies, he states that he couldn't give them the building to settle his debt, because it did not belong to him, but to someone named Sydney. Pinky then decides to send his men to the karate school, to inform them of Pop's debt (inflated yet again) and attempt the same scheme. However, the thugs are beaten up by Black Belt Jones and the students. Meanwhile, a woman arrives to attend Pop's funeral, who is none other than Sydney, the daughter of the late Pop Byrd. After demanding to know what happened to her father, she is informed of the mafia's activities as well as her father's debt, but says she won't sell the building. Angered, she is determined to punish the people who caused her father's death. Informed of Sydney's martial arts prowess by Quincy, Black Belt Jones joins forces with her to "clobber the mob".

Karlin Pickett is a successful disc jockey working for KPHX. Because of his lack of shyness and boundaries, he gains a lot of fans and has no trouble with flirting with women. Vivian Porter, his latest date, accidentally falls to her death following a fight with him. Slave traders bring back an evil voodoo entity that is accidentally freed by the Confederate Army during the Civil War. Ironheart opens at a Portland nightclub (Upfront FX), where Milverstead, who is considered the most powerful and ruthless man in town, and his group of thugs are looking at the female clientele with an approving eye. Milverstead is shipping illegal arms out of the Portland docks, and to sweeten the deals with his trading partners, he kidnaps local lonely dancers, strings them out on heroin, and sends them along in the deal. He notices Cindy Kane (Meagan Hughes) dancing furiously to U-Krew's hit "If You Were Mine" and decides to kidnap her. To lure her into his trap, he instructs his young lieutenant Richard (Michael Lowry) to flirt with her and get her to go with him. Cindy is ostensibly with her loser boyfriend Stevo (Rob Buckmater) at the club, but wants to get him jealous and so leaves with Richard. Milverstead and his gang leave shortly thereafter.
