The film was inspired by the 1970s heroine blaxploitation films such as Tamara Dobson's Cleopatra Jones (1973), and Pam Grier's Coffy (1973) and Foxy Brown (1974). The title character had a catchphrase; upon apprehending a criminal, Love would declare, "You're under arrest, Sugah!" The film proved a success, and consequently spawned a short-lived television series on the ABC network featuring Charles Cioffi as Love's supervisor, Lt. Matt Reardon, and later Jack Kelly as Capt. Arthur Ryan, the next supervisor. However, the series, financed on a meager budget and heavily sanitized to conform to Graves' religious morals (she had joined Jehovah's Witnesses since the making of the TV film), was eventually cancelled. One episode featured many of Graves' former Laugh-In co-stars such as Judy Carne, Jo Anne Worley and Arte Johnson in particular playing a mad bomber. Another notable guest star was Jaclyn Smith, who appeared in an episode entitled "A Fashion Heist.

Mrs. Emily Pollifax of New Jersey goes to the CIA to volunteer for spy duty, being in her own opinion, expendable now that the children are grown and she's widowed. And being just what the department needed (someone who looks and acts completely unlike a spy), she's assigned to simple courier duty to pick up a book in Mexico City. She finds this easier said then done. The film's tagline summizes the person of Pollifax: 'Before she joined the CIA, Mrs. Pollifax thought Red China was a set of dishes'.

In the early 1950s, Cuban brothers and musicians Cesar (Armand Assante) and Nestor Castillo (Antonio Banderas) flee from Havana, Cuba after getting into a violent dispute with the mobster owners of a club where they performed. Set in the future, youth gang violence is so high that the areas around some schools have become "free fire zones", into which not even the Police will venture. When Dr. Miles Langford (Malcolm McDowell), the Principal of Kennedy High School in Seattle, decides to take his school back from the gangs, Megatech robotics specialist Dr. Robert Forrest (Stacy Keach) provides "tactical education units", consisting of Mr. Bryles (Patrick Kilpatrick), Ms. Connors (Pam Grier), and Mr. Hardin (John Ryan) for a new pilot enforcement agency called the Department of Educational Defense (D.E.D.). These humanoids have been programmed to teach and are supplied with weapons to discipline trouble-makers. The androids soon overstep their authority, causing the students to fight back.

Pee-wee Herman is a puer aeternus with a pimped-out bicycle that he treasures and that his neighbor, Francis Buxton, covets. A bike shop employee, Dottie, has a crush on Pee-wee, but he does not reciprocate it. Pee-wee's bike gets stolen while at the mall. He confronts Francis, who has an air-tight alibi. Pee-wee then offers a $10,000 reward for his bike. Francis, who did indeed pay to have someone steal the bike, is frightened by Pee-wee's relentlessness and then pays to have it sent away. After holding a meeting, Pee Wee angrily shouts Dottie down while she is giving suggestions to him and refused to admit he needed help from Dottie while telling her off. Now mad, Pee Wee gives Dottie a furious "I DON'T NEED ANYBODY!" Desperate, Pee-wee visits a psychic, Madam Ruby, who lies to him, claiming that the bike is in the basement of the Alamo. Pee-wee hitchhikes to Texas, getting rides from a fugitive, Mickey, and from a ghostly trucker, Large Marge.
