Randy Jurgensen is a former NYPD detective, best known as the lead investigator into the murder of patrolman Phil Cardillo. Jurgenson was born in 1933, to Elizabeth and Randolf Jurgenson, in Harlem, NY. He served in the US Army as a paratrooper and was in the Battle of Pork Chop Hill in the Korean War. He was decorated with 3 bronze stars and a purple heart. He entered the NYPD in 1958 as a patrolman and was quickly promoted to detective. He worked undercover investigating members of the Black Liberation Army. At one point, the BLA placed a $50,000 bounty on his head, which is believed to still exist today. From 1973-1976, he led the Cardillo murder investigation. He was forced to retire from the NYPD, pleading Nolo contendere to a series of charges brought up on by the NYPD. While still a detective for the NYPD, he began working on films as a consultant. He transitioned to a career in film acting and production and has appeared in more than 30 films.

Eddie Marino (Robert Forster) is a factory worker in New York City. He has a wife named Vickie (Rutanya Alda) and an eight-year-old son named Scott. Eddie's friend and co-worker, Nick (Fred Williamson), and two other co-workers, Burke and Ramon, have formed a secret vigilante group because Nick and the group are fed up with the crime in their neighborhoods. Nick and his group are also tired of the police, because the police always fail to protect people. Nick's "group" has support of various residents of the neighborhood who indirectly help them. In one example, a local thug stalks and chases a young woman to a rooftop of an apartment building where the thug robs and then kills her. An old lady who witnesses the thug says nothing to the police, but points out the thug to Nick and his group the next day. Nick and his friends forcibly grab the thug off the streets and place him in their van and drive away. The thug is later found dead in a vacant lot with all of his arms and legs broken and his head bashed in.

On the planet Krypton, using evidence provided by scientist Jor-El, the Ruling Council sentences three attempted insurrectionists, General Zod, Ursa, and Non, to "eternal living death" in the Phantom Zone. In New York City, a sniper perched on a water tower opens fire on the crowded streets below, killing fifteen pedestrians. Peter Nicholas (Tony Lo Bianco), a Catholic NYPD detective, arrives at the scene and approaches the sniper as police officers surround the building. Before jumping to his death, the sniper, Harold Gorman, tells Nicholas that God had told him to commit the murders.
