In modern-day Hong Kong, Leung King-cheung (Wong You-nam) received a job from his real estate company to handle a dispute in a village in the New Territories. Leung arrives and meets with two old martial artists, Tiger (Leung Siu-lung) and Dragon (Chen Kuan-tai), who are being bullied by the young Chung Sang-mang (MC Jin) and his crew. Chung wants Dragon and Tiger to sell their lease on a tea house which was used as a training dojo by their comatose master Law San (Teddy Robin). When Law suddenly wakes up from his 30-year coma, he is determined to restart his school by taking on Chung and his master Pong Ching (Michael Chan).

In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

In 1965, a couple (Sylvia Chang and James Wong) are doting on their newborn twin boys. Meanwhile, a dangerous gang leader named Crazy Kung (Kirk Wong) is being transported as a captive in the same hospital. Crazy Kung escapes and attempts to take one of the twins hostage. In the ensuing chaos, the twins are permanently separated. One of them, named Ma Yau, is raised by his parents and grows up to be a concert pianist and conductor. Taiwanese swindler Mr. Giant (Teddy Robin) loses in a poker match against Hong Kong swindler Wong Seung-chin (Raymond Wong) and had become sworn enemies. Meanwhile, Wong's apprentice Snake Wai (Tony Leung) meets Susan (Lok Wai), a widow whom recently returned to Hong Kong from Singapore. Planning to con a big sum of money from her, Wai sets up a plan with his acquaintances Yam Sai-sung (Simon Yam) and Yip Mei-mei (Amy Yip). However, Susan turns out to be swindler as well. Unable to salvage a fortune from Susan, Wai, Sung and Mei become indebted to her. In desperation, Wai seeks help from his mentor who have won back all the debts they owed Susan. Susan then becomes acquainted with Wong and his apprentices and they work together to swindle profiteer Lung Cho-tin (Leung Tin). They able to swindle HK$2 million form Lung very easily. Not willing to be cheated, Lung hires Mr. Giant to battle against Wong.

A lot of effort went into making this movie, and it shows as Wisely goes from one hazard to another, an HK version of Indiana Jones.
