Zak Penn (born 1968) is an American screenwriter and director. Penn wrote and directed Incident at Loch Ness, The Grand, and co-wrote the script for X-Men: The Last Stand. With Michael Karnow, Penn is the co-creator of the TV series Alphas on the Syfy network.

A man is seated in a diner who is revealed as Harold, a traveling salesman. He is joined by a gentleman who makes him uncomfortable. After leaving the diner, Harold is found dead, which leads to FBI Agents Thomas Mackelway (Aaron Eckhart) and Fran Kulok (Carrie-Anne Moss) being brought in on the case. There appears to be history between Mackelway and Kulok and a cloud of competency is addressed by flashbacks of Mackelway's recent suspension and issues he's undergone. As the investigation proceeds, the agents begin to become aware of the possible existence of "Suspect Zero", a mythical "super serial killer" responsible for hundreds of deaths across all 50 states who leaves no evidence behind to link his crimes together.

In the final stages of the Bosnian War in December 1995, United States Navy flight officer Lieutenant Chris Burnett (Owen Wilson) and pilot Lieutenant Jeremy Stackhouse (Gabriel Macht), who are stationed on an aircraft carrier in the Adriatic Sea, are assigned a reconnaissance mission by their commanding officer, Admiral Reigart (Gene Hackman). The mission goes smoothly until they spot suspicious activity in the demilitarized zone where NATO aircraft and the warring factions are prohibited from engaging in military activity. Burnett persuades Stackhouse to fly their F/A-18 Hornet off-course to get a close look and photograph the target. They are unaware that they photographed mass graves, and Serb soldiers see the jet. The local Bosnian Serb paramilitary commander, General Miroslav Lokar (modelled on Arkan and his Tiger militia, and played by Olek Krupa), is conducting a secret genocidal campaign against the local Bosniak population. Not wanting the mass graves to be discovered, Lokar orders the jet be shot down.

John Brown is a humble, but clumsy security guard working at the Bradford robotics laboratory in Riverton, Ohio, run by Artemus Bradford and his daughter Brenda, whom Brown has a crush on. Brenda and Artemus create a lifelike robotic foot as part of the Gadget Program, to create cybernetically augmented police officers. Tycoon Sanford Scolex attacks the lab, steals the foot, and has Artemus murdered before escaping in his limo. Brown goes chasing him down in his car, which leads to its being destroyed by Scolex's explosive cigar leaving brown for dead, but a bowling ball coming from the fiery blast of Brown’s destroyed car smashingly crushes Scolex's hand, forcing him to replace it with a mechanical claw.

The setting for the story is an ant colony in Central Park in New York City. Danny Madigan is a teenage boy living in a crime-ridden area of New York City with his widowed mother Irene. To escape from his harsh reality, Danny often skips school to watch movies at the run-down Pandora movie theater, owned and managed by Danny's friend Nick. Frank Detorre (Bill Murray) is a widowed slovenly zookeeper at the Sucat Memorial Zoo in Rhode Island. Much to the frustration of his young daughter, Shane (Elena Franklin), he eats compulsively unhealthy and has minimal concern for germs or disease. While trying to eat a hard-boiled egg with mayonnaise and salt, it is stolen from him by a chimpanzee. He gets it back, but not before it falls into the filth of the chimp's habitat. When Shane is disgusted by him about to eat it he uses the "ten second rule" as a justification for the unsanitary act.
