The film deals with the story of two sisters—Mohini and Roop—both played by Nargis—the legal one raised by a courtesan and the illegal child. A country boy, Raj (Raj Kapoor), from Allahabad, travels to the big city, Bombay, by walking, to earn a living. He falls in love with the poor but virtuous Vidya (Nargis), but is soon seduced by the riches of a freewheeling and unethical lifestyle presented to him by an unscrupulous and dishonest businessman, Seth Sonachand Dharmanand (Nemo) and the sultry temptress Maya (Nadira). He eventually becomes a confidence trickster, or "420," who even cheats in card gambling. Vidya tries hard to make Raj a good man but fails.

Mr. Srivastava lives a very wealthy lifestyle with his wife and two sons, Mahendra and Sunder. He plans to get his sons married to women from equally wealthy backgrounds. Mr. Raj K. Saxena (Kader Khan) is known for his parsimony. Everything he does and thinks is valued with money, and ways he can accumulate it. His daughter, Kiran (Ameesha Patel), is the opposite, a spendthrift. Mr. Saxena borrows money from elderly people, assuring them of returning the loan with a handsome rate of interest after about 20 years, knowing fully well that none of them will survive 20 years. Then he meets with the son of one of such lender, aptly named after him viz. Raj K. Saxena (Aftab). Mr. Saxena refuses to repay the amount, swallows the proof, the only evidence, and asks Raj to get out, which he does so. Raj is determined to get his money, and wants Kiran to fall in love with him. Kiran does so, and brings him over to introduce him to her shocked and speechless dad. Things change when Raj inherits a large amount of money, ironically left by Mr. Saxena maternal grandmother, and it is Mr. Saxena who is now anxious to get in the good books of Raj, with hilarious results.

Amber (Baby Tanuja), a young orphaned tribal girl, stays with her maternal grandfather who is the Chief. She learns that her father was a prince who had married her mother but was killed. The cause of the murder was unknown and the killers were never caught. Her mother had committed suicide soon after. The grandfather sends her to the palace to stay with her paternal grandfather, the King (Bipin Gupta). The King comes to love Amber and she grows up (Nargis) surrounded by love and luxury. However, she is let known through palace intrigue that her grandfather, the King, had got her father killed. She decides to avenge her father's death by killing her grandfather. Ambar, on one of her outings meets Raj (Raj Kapoor), and the two fall in love. Raj turns out to be a bandit, but his father is a loyal server to the king. Raj's father fears that someone is going to harm the king so he sends Raj to the palace. Raj arrives there pretending to be a teacher.

Chiranjeev (Raj Kapoor) lives a wealthy lifestyle along with his father, Kashiram (Raj Mehra), and three siblings: two sisters, one of whom is dumb, and a younger brother. While on a trip, his friend, Mohan (Om Prakash), falls ill due to alcohol, and gets treated at an Ashram. This is where Chiranjeev meets with an employee, Sharada (Meena Kumari), who lives a poor lifestyle with her father, Ram Sharan. Chiranjeev and Sharada fall in love with each other, and he promises to get his father's permission and return to get married to her. On his way home he has an accident, and though he does survive after being treated by tribal people, he returns to the Ashram several days later and is informed that Sharada is now married to a wealthy and much older man. Heart-broken and devastated, Chiranjeev returns home only to get another shock: the male Sharada has married is none other than his very own father. Depressed and deeply frustrated, he takes to alcohol in a big way. Sharada talks him out of this, he repents and on her insistence, marries Chanchal (Shyama), who come from a reputed family background. Things then get complicated when Chanchal finds that her husband and his stepmother had been in love before and may not have got over their feelings for each other.
