Back in 1973, one United States Senator Conrad Morgan (James Franciscus), the chief delegate diplomat in negotiating the terms of the end of Vietnam War, made a deal in Paris, France with Kuong Yen, the North Vietnamese negotiator. The deal called for Yen to release certain key CIA POWs in exchange for Morgan setting up a death-trap for an elite group of CIA assassins, known as the Black Tigers. The treaty signed, the Black Tigers were sent into the jungles of 'Nam to their unknowing demise, under the guise that they were on mission to liberate American POWs. However, the truly important thing to understand is that the negotiators failed to realize one thing: the commando's team leader was one Major John T. Booker (Chuck Norris). So, needless to say and despite all odds, Booker survives. As do the four men wise enough to have remained in his general vicinity.

Thakur Jaswant Singh rules over the region with an iron hand. He has no pity or empathy for the poor, all he is interested in is their money, their women, and alcohol. After the passing away of his dad, he assumes total control over the region, and increases the taxes. One day while walking across the hallway, he trips over the wet floor, and falls down. He gets up angrily and assaults the old woman, Ramvati, who was washing the floor. His abuse is interrupted by the arrival of Ramvati's son, Jeeva, who intervenes. Jaswant is ready to shoot him down, but Jaswant's mom prevents him from doing so. Word gets around that Jeeva is in the bad books of the Thakur, and soon a number of people start conspiring against Jeeva. The next day Jeeva is summoned before the village council and asked to explain his involvement in the death of a cow. Jeeva has no satisfactory explanation, and he is asked to leave the village immediately with his mother. Jeeva refuses to do so, and is severely beaten, and thrown out. Shortly thereafter his mother passes away, and Jeeva decides to avenge her death by bringing about the downfall of Jaswant Singh. In order to do this, he becomes a dacoit. Jeeva swears on the holy river Ganga to wipe out Jaswant Singh and his men, without knowing his decision will bring him into conflict with the police, and with the honest people from the very community he was exiled from.

Recent divorcée Gloria Mundy (Goldie Hawn) is a San Francisco librarian. While attending a party, she is encouraged by a friend to leave herself open to new experiences. On the way home, Gloria picks up an attractive man named Bob "Scotty" Scott (Bruce Solomon) when she encounters him and his disabled car on Highway 1. She impulsively accepts Scotty's invitation to join him at the movies that evening, and before they part ways he asks her to take his pack of cigarettes in order to help him curb his smoking. Unbeknownst to her, Scotty has secreted a roll of film in the pack. That evening, a seriously wounded Scotty meets Gloria in the theater and warns her to "beware of the dwarf" before dying. When his body mysteriously disappears while Gloria seeks help from the theater manager, she is unable to convince anyone of what has transpired.

Jimmy "Fingers" Angelelli (Harvey Keitel) is a brilliant young pianist who also works as a collector for his father Ben (Michael V. Gazzo), a powerful loan shark. Wherever Jimmy goes, he always carries a stereo with him, playing classic rock from the '50's and '60's. While trying to concentrate on an up-coming recital interview at Carnegie Hall, Jimmy loses focus when he falls for a woman named Carol (Tisa Farrow). Meng Hu (Don Wong) and Capt. Chow Lung (Lo Lieh) are local supercops who are cracking down on crime with a vengeance. That is, until several fighters get the drop on Chow who ends up dead. Meng blames himself and retires from crime fighting to become a pathetic drunk, drowning in shame. He finds work at a brothel for a time, until a patron's abuse of one of the girls causes him to interfere despite his refusal to fight. After being wounded, he stumbles to the doorstep of a martial arts school run by Magistrate Chen (Chui Chung Hei). Hoping to stay away from conflict, Meng finds work there, but trouble finds him anyway. A white-haired master named Chung Tung (Chang Yi) tries to bribe Chen into letting opium smugglers into the city. Chen refuses and has acupuncture needles thrust into him that will kill him unless removed by Chung Tung who hopes to control the magistrate. Pushed to the limit, Meng finally comes up with a plan to help beat Chung Tung and save Chen. Sadly, Chen believes his son and daughter are giving into Chung Tung and he removes the needles himself. With nothing holding them back, Meng and Chen's offspring leap into action to take out this pack of drug pushers.

At a loading dock in Cleveland, Ohio in 1937, supervisor Mr. Gant welcomes a new worker, Lincoln Dombrowsky (Frank McRae). Gant tells him the job requirements and pay rules. He'll be paid for working 8 hours and if he has to work overtime, he still gets paid only for 8 hours. If he drops any of the merchandise, the cost comes directly out of his pay. These are examples of unfair working practices faced by the laborers. Later Dombrowsky drops a few carts of tomatoes, which is taken out of his pay; another worker is fired for helping him collect the fallen merchandise. Johnny Kovak (Sylvester Stallone), another worker resentful of mistreatment, leads a riot. Afterward, the workers go to the office of Boss Andrews. Kovak believes he negotiates a deal for the workers, but the next day he and his friend Abe Belkin (David Huffman) are told they are fired.

There's a mysterious Chinese document that's hidden in the Tower of Death, and evil Japanese occupiers want to get their hands on it. Meanwhile, a Chinese fighter (Bruce Le) is training in the forest, only to be challenged by several Japanese fighters as well as Bolo Yeung. He defeats the other fighters, but flees from Bolo when he pulls out a sword. Bruce and Bolo meet again in a wrestling ring, where Bruce once again defeats Bolo.
