In late 9th-century imperial China, the Tang dynasty court no longer had effective control of its empire, and the national capital Chang'an was sacked by Huang Chao's anti-government army. Li Keyong, a Shatuo chieftain loyal to the Tang cause, led his troops to suppress the rebellion. His 13 generals—essentially all adopted sons—helped expel Huang from Chang'an, although a rift between some of them became more and more apparent in the process. Following the victory, Li Keyong accepted an invitation for a banquet at military governor Zhu Wen's territory of Bianliang, unaware that it was a trap to assassinate him.

Fan Ko, an engineering architect in Hong Kong who is also highly skilled in martial arts, is called to the bedside of his dying father, who reveals that he long ago had an affair with a woman in Thailand, who bore him a son. He begs Fan Ko to go to Thailand and find the young man, and shows him an old photo, taken when the brother was perhaps 10 years old. Hu Te et al. escape the burning Shaolin temple after the Qing soldiers destroyed it in Shaolin Temple. The group of 5 decide to develop secret codes to identify fellow patriots, enlist those patriots and eventually meet up again to escape to the south away from the Qings, and also identify the traitor who sold out Shaolin temple. Ma Fu Yi (the traitor, played by Wang Lung Wei), joins the Qing top fighters to eliminate the rebels but is exposed by Ma Chao-Tsing who gets captured by Ma Fu Yi. Hu meets up with a group of Shaolin men secretly posing as bandits to rescue Ma as their leader is killed in the process, thus the bandits join the rest of the Shaolin patriots.

Martial arts club member Ho Tai's (Chen Kuan-tai) girlfriend Princess (Irene Chan) is the school babe, who also attracts the pursuit by star athlete Lam Tat (Ti Lung). Lam always ridicules Ho and they develop a bad relation. On the other hand, music club leader Hung Wai (David Chiang), who came from a family of martial arts, teaches martial arts to his club members to raise their spirits. A group of bandits flees with a stolen safe to a small town where they oppress the villagers and forces the town's blacksmith Wei Min-hui (Danny Lee) to unlock the safe. Wei refuses to help the bandits and after he informed the mayor about this, he reports to the officials in a nearby village. The bandits were furious that Wei has fled away and starts killing the villagers, threatening them they will kill a villager every hour if they do not find Wei.
