The story is about Alec McCall (Matthew Modine), a spy, who teams up with Clements, a chimp, to save the day. He has a change of heart when his boss, Flick, turns out to be bad and wants to perform experiments on the chimp. These experiments are to create chimp soldiers for the highest bidder. McCall takes Clements away on the run to his hometown where they meet a genius boy named Michael (Seth Adkins). Michael wants to impress a girl by playing on the football team. The coach (Jeffrey Tambor) allows him on the team only if he tutors the star players who are on the brink of being kicked off due to bad grades. Meanwhile Flick sends his goons out to find the chimp. Michael's single mom, a computer programmer, has her eye on McCall who rents out a room from her. She does not know about Clements, but Michael does. After the goons fail to get the chimp, Flick goes to get Clements himself by breaking in gassed Clements and Michael. Flick takes them back to his headquarters so the doctor (Gilbert Gottfried) can perform his experiments. McCall rescues them and they head back for the Homecoming football game. Michael hopes to play in order to impress the cheerleader he likes. Soon the bad guys show up and dress as football players to play in the game and get Clements. Clements and McCall join the team to stop Flick from winning. Michael wins the game and Flick is arrested for animal cruelty. Michael gets the girl and McCall gets Michael's mom. The movie ends with hope for the future.

Steve Tobias (Michael Douglas) is an undercover agent of the CIA whose son, Mark (Ryan Reynolds), is getting married to Melissa Peyser (Lindsay Sloane). When the two families meet for dinner, Peyser stumbles on to Steve Tobias' secret operation as Tobias tries to set up a deal to sell a Russian submarine, the Olga, to an arms smuggler in France as a bait. As Peyser's incidental involvement increases, he is suspected by the FBI of being part of a seemingly malicious deal. Dragged kicking and screaming, Peyser decides he does not want to be involved in the deal or with Tobias' family. The two fathers-in-law end up dodging bullets, jumping off buildings, and stealing jets together as they attempt to avoid capture by the FBI.

A police officer fails in chasing a drug dealer in Los Angeles, so his boss Hugh Janus transfers him to Hawaii for disciplinary reasons. On the island some former female students are just gathering in a luxury hotel. The young ladies once belonged to the sorority "Omeaga Kappa Omega" and are now invited to an erotic photo shoot which is organised by Derek Simmons, the editor of the Cavalier Magazine. Shortly after their arrival, Terri Walker, one of the former students, is strangled in the pool while her friend William Culp is absent for some minutes. Detective Newman begins to investigate the murder together with his new colleague Julie Seska and the coroner Ferguson. Next to Terri's corpse they find a document which resembles a final examination certificate and has the imprint "Failed" on it. William tells them to observe Derek Simmons very closely.

Returning home with his mother Vinn (Talisa Soto) from a trip to Berlin, Michael Gant, the son of Defense Intelligence Agency (DIA) director Robert Gant (Gregg Henry), is kidnapped and his security detail is wiped out by the attacker, ex-DIA agent Sever (Lucy Liu).
