The story revolves around two brothers, Kishen (Jackie Shroff) and Karan (Anil Kapoor), who have spent their childhood growing up alone on the streets of Mumbai. In order for Karan to have a better upbringing and education, Kishen joins Anna Seth (Nana Patekar). Anna owns an oil factory, but that's a mere prop to cover up his dealings within the underworld. Karan is unaware of the fact that his brother is working for a gang. Inspector Prakash (Anupam Kher), Karan's best friend, is aware of Anna's gang activities and wants to bring him to justice. Anna knows that Karan and Prakash are best friends, so he sets up the murder of Prakash when Prakash and Karan are supposed to meet after Karan's arrival from America. Karan witnesses the murder of his friend Prakash, who dies in his arms.

The film opens with the aging gangster, Singaperumal, forcing himself on a young girl, Subbu. He is unable to perform, and vents his anger by slapping the helpless Subbu. Singaperumal is the grand don of crime in Madras. His lieutenant, Pasupathi, brings a proposal. A large stash of cocaine, worth about 20 million rupees, has entered the city. The guy bringing the stash wants to sell it for 5 million rupees. Pasupathi sees the immediate easy profit, as well as the long term benefit (to control the cocaine market with such a large supply) and the recognition that they are able to pull off such a deal. The drawback is that the stash really belongs to their arch rival Gajendran. Singaperumal knows that Gajendran is a vicious and unpredictable adversary, and the venture is risky and likely to become messy. He decides to pass. Pasupathi dourly suggests Singaperumal is getting old and rusty. He asks Singaperumal to loan him the five million so he can do the job himself. Pasupathi is prepared to face the risks, and in return for the loan, he offers Singaperumal a cut of the profits. Singaperumal agrees to the loan, but, instead asks Pasupathi to first get the stash and then think of the profit distribution. The money for the loan is brought to Singaperumal.

The story is set in the town of Gurgaon, an industrial city near NCT Delhi. The film is presented from the view of ACP Arya Phogat (Prithviraj Sukumaran). ACP Arya, a police officer, has been brought up by his uncle, DCP Ravikant Phogat (Rishi Kapoor). His father, police inspector Vijaykant Phogat (Anupam Kher), had lost interest in life years back, after messing up an operation to kill Yashvardhan Singh (Jackie Shroff), due to lack of evidence against him. Yashvardhan’s wife, Veera (Tanvi Azmi), had become a police informer against her own husband and had to run away from him with one of her twin children Vishal (Arjun Kapoor) while Ajay is left with Yashvardhan. Vijaykant hides Vishal and Veera – whom he has begun to love – and passes it off as a botched encounter for which he takes the entire blame. Suspended from the police force, Vijaykant has a tough time over the years, caught between the love for his real family and son ACP Arya, and his adopted wife and son. Years later, just before he dies, he reveals to Arya that he has another wife and kid but doesn't reveal their real identity. Vijaykant dies few days later and Arya goes to meet Veera. There he is shocked to see Vishal, who is the exact replica of Ajay (Arjun Kapoor).

Cliff Taylor (George Raft) is an ex-con who wants to go straight, but since being released from prison on parole, he finds it hard to find and hold a job due to his criminal past. With the money he gets from his criminal activities, Cliff is able to buy a garage for his brother, who is now able to get married. Cliff, in the meantime, decides to quit the gang. However, after a failed robbery, Martin and his pals hide in Tim's garage. The police finds out, and Tim is taken to the police station. Cliff manages to exonerate his brother from the charges, but in exchange Tim has to identify the robbers and testify against them. Before the police can proceed to arrest Martin, Cliff meets him in his house and tells him to escape before being caught. However, Martin's pals, seeing their boss and Cliff together, understand that they are trying to escape and kill them.
