Synopsis
Daniel Ray (Robert A. Burns) has been arrested and much to the surprise and horror of the police officers, he begins to confess to the murders of over 200 women. He also talks about his background as a childhood abuse victim and runaway before meeting Moon (Dennis Hill) and Molly (Sidney Brammer), who accompanied him on several of his murders. This proves to be too much for Sheriff Will Gaines (Berkley Garrett) to believe, only for Daniel Ray to describe the events that led to his capture and arrest.Actors

The film takes place in 1986, 13 years after the events of the first film. It begins with Buzz and Rick, two rowdy high school seniors racing along an abandoned stretch of Texas highway, en route to a weekend of fun in Dallas. They are heavily intoxicated and use their car phone to call and harass on-air radio DJ Vanita "Stretch" Brock (Caroline Williams). Unable to convince them to hang up, Stretch is forced to keep the line open. Buzz and Rick encounter a large pickup truck which runs parallel to them on a remote bridge. Suddenly, Leatherface (Bill Johnson), wielding a chainsaw, emerges from the back of the truck and proceeds to attack Buzz and Rick. After a short struggle, Rick tries to shoot Leatherface with a .44 Magnum revolver, but misses his target. Leatherface then slices off part of the driving Buzz's head, and the car ends up crashing and killing Rick.

An armed gunman causes a hostage situation at a Los Angeles grocery store. When negotiations between him and the law fail, Marion Cobretti (codenamed "Cobra"), a member of an elite division of the Los Angeles Police Department known as the "Zombie Squad", is summoned to the scene. Cobretti infiltrates the store, locates, and negotiates with him. During the negotiation, the criminal speaks of the unknown "New Order", a group of social darwinist radicals that despise modern society and believe in killing the weak, leaving only the strongest and smartest to rule the world. Cobretti then kills the gunman by throwing a knife at his abdomen and firing shots at him.

Vanessa Lutz (Witherspoon) is a poor, illiterate teenage girl living in the slums of Los Angeles.
