During the First World War in 1915, Geoffrey Richter-Douglas (Michael York), a Scotsman of German descent, is a lieutenant in the British Army. In wartime England during the Blitz, Stephen Neale (Ray Milland) is released from Lembridge Asylum. While waiting for a train to London, Neale visits a village fête hosted by the Mothers of Free Nations charity. He guesses the weight of a cake for a shilling, and is urged to go to the palm reader's tent to have his fortune told by Mrs. Bellane (Aminta Dyne), an older woman. He asks her to ignore the past and tell the future, which startles her. She cryptically tells him to take another guess at the weight of the cake at 4 pounds 15½ ounces. Neale does so and wins the prize. Then a young blond man hurries to see Mrs. Bellane. People try to persuade Neale to give the cake to the blond man, but he refuses.

Kim (Ravi Sheth) is a 13-year-old street orphan in Lahore of the 19th century (1894). Kim thinks he is native, but he's actually of British origin, the son of an Irish soldier and an unknown mother (unlike the novel on which it is based, Kim's mother is not portrayed as Irish, but it is made clear that Kim is white). Kim is hired as a guide by a travelling Tibetan lama (Peter O'Toole) on a search for a river where Budda hurled an arrow, turning it into a place of redemption. When he finds his father's regiment and the British military discover his origins and his real name, Kimball O'Hara, he's placed in an English college. His nature, however, is opposed to the regimentation expected for the son of a British soldier, and he rebels. His familiarity with Indian life and his ability to pass as an Indian child allows him to function as a spy for the British as they attempt to thwart revolution and invasion of India. Rejoining his holy man, Kim is trained by an Englishman called Babu (John Rhys Davies) to become a British spy and receives orders from a British Colonel (Julian Glover) who assigns him a risky mission in the Big Game, the behind-the-scenes struggle between Imperial Britain and Russia for supremacy in Afghanistan and Central Asia. He also befriends an astute Afghan horse-dealer named Mahbub Ali (Bryan Brown), a British Secret Service agent, who helps him with his task.

S'ils votent contre, elles seront divulguées publiquement. Stupéfaite, Gun hésite à révéler la machination liée à cette intervention illégale. Malgré tout, elle envoie anonymement le mémo à la presse afin de tenter d'empêcher la guerre qui s'annonce inutile et aux conséquences désastreuses. Mais, en choisissant d'exposer cette vaste conspiration politique, la lanceuse d'alerte met en danger sa vie, son couple, sa liberté et son sens du patriotisme. Car sa décision est considérée comme une trahison aux yeux des services secrets britanniques.
