A.J. Raffles, the celebrated cricketer, is welcomed in the parlours and country estates of high society. This circumstance he uses to his advantage in his secret career as "The Amateur Cracksman", a master burglar and safecracker who remains always one step ahead of Scotland Yard. An old school friend, Bunny Manders, reintroduces Raffles to his sister, Gwen, with whom Raffles had been infatuated a decade ago. Raffles falls in love with her all over again, and she with him. When Bunny confides a crushing gambling debt over which he is considering suicide, Raffles assures him the money can be obtained. He plans to accept a weekend invitation to the country house of Lord and Lady Melrose; Lady Melrose's famous jewellery can easily solve Bunny's problem. Another guest, however, is Inspector MacKenzie incognito, who clearly suspects Raffles of being the Cracksman. Raffles plots to frame a petty criminal with the jewel theft...but keep the jewellery, of course.

Gentleman jewel thief Raffles (Ronald Colman) decides to give up his criminal ways as the notorious "Amateur Cracksman" after falling in love with Lady Gwen (Kay Francis). However, when his friend Bunny Manders (Bramwell Fletcher) tries to commit suicide because of a gambling debt he cannot repay, Raffles decides to take on one more job for Bunny's sake. He joins Bunny and Gwen as guests of Lord and Lady Melrose, with an eye toward acquiring the Melrose necklace, once the property of Empress Joséphine.

Following the previous film, Shozo Hirono is serving seven years in prison and Akira Takeda was released from prison on a technicality. Takeda then united all the families in the Hiroshima region, shed their yakuza image, and formed the Tensei Coalition political party. In August 1965, Takeda is leader as Chairman, Katsutoshi Otomo is Vice Chairman, Tamotsu Matsumura is Managing Director, Hideo Hayakawa is Secretary General, and Shoichi Eda a Director. Hirono's men get into an altercation with some low-level Tensei members. Elder yakuza Otomo and Hayakawa demand the instigators should have to commit yubitsume, however, after a vote the Coalition agrees to let Matsumura handle discipline on account of wanting to avoid the rituals tied to yakuza for their public image. In 1966, Hirono's friend Terukichi Ichioka has a Tensei financial adviser killed and attends the funeral, angering Otomo who openly vows to take him on. However, Takeda threatens that anyone who responds to the attack will be expelled from Tensei.

In fall 1963, the police crack down on yakuza activities nationwide due to public outcry and in preparation for the upcoming 1964 Summer Olympics. However, the war between the Yamamori family and Shinwa Group versus the Uchimoto, Hirono, and Akashi families wages on. Noburo Uchimoto, Shozo Hirono and Shinichi Iwai recruit Hidemitsu Kawada and Tomoji Okajima, the usually neutral leader of the Gisei Group, to their side. When Masakichi Makihara's men kill a member of Hirono's family he wants to go after Yamamori himself, however retired yakuza and Hirono's adviser Kenichi Okubo stops him. Akira Takeda threatened Okubo to keep Hirono in Kure, as Yamamori has fled to Hiroshima City while Makihara's men stay to fight Hirono's.

The film begins in early 1999, with two young New York street criminals Tommy Bunds ("Bundy") (DMX) and Sincere ("Sin") (Nas), along with their associates in crime Mark and Black. The four violently rob a nightclub, murdering five people. Escaping in a stolen car, they cheer their success. Black goes to dump the car while the rest retreat to Tommy's house, where they celebrate and joke around (The movie Gummo is playing on the tv), waking Tommy's girlfriend Keisha (Taral Hicks). Sincere soon leaves and is followed in gesture by the others. He returns home to his girlfriend Tionne (Tionne "T-Boz" Watkins) and infant daughter Kenya.
