Pierce's mistress Miriam (Lesley-Anne Down), a beautiful actress, and his driver Barlow (George Downing) join the plot, and the guard to the safe car, Burgess (Michael Elphick), is also bribed into participation. Pierce plans the robbery in exquisite detail, and procures information on the security measures and locations of the keys. The executives of the bank who store the gold and arrange its transport, Mr. Henry Fowler and Mr. Edgar Trent, each possess a key; the other two are locked in a cabinet at the offices of the South Eastern Railway at the London Bridge train station. The keys are not to be stolen, but wax impressions are to be made of them in order to hide the robbers' intentions.

In 1931, China is embroiled in a civil war. Since the name means nothing to him, they inform him that she is a "coaster" or "woman who lives by her wits along the China coast" – in other words, a courtesan. On the journey, Harvey encounters Lily, who turns out to be his former lover, Magdalen. Five years earlier, she had played a trick on Harvey to gauge his love for her, but it backfired and he left her. She frankly informs him that, in the interim, "It took more than one man to change my name to Shanghai Lily." When Lily makes it clear that she still cares deeply for him, it becomes apparent that his feelings also have not changed, and he shows her the watch she gave him with her photograph still in it.

Cyrus, leader of the Gramercy Riffs, the most powerful gang in New York City, calls a midnight summit of all New York area gangs, requesting them to send nine unarmed delegates to Van Cortlandt Park. The Warriors, from Coney Island, attend the summit. Cyrus proposes to the assembled crowd a permanent citywide truce and alliance that would allow the gangs to control the city. Most of the gangs laud his idea, but Luther, leader of the Rogues, shoots Cyrus dead. In the resulting chaos, Luther frames the Warriors' leader Cleon for the murder, and Cleon is beaten down by the Riffs. Meanwhile, the other Warriors have escaped, unaware that they've been implicated in Cyrus' murder. The Riffs put out a hit on the Warriors through a radio DJ. Swan, the Warriors' "war chief", takes charge of the group as they try to make it back home.
