At his country estate, Arthur Hilton (C. Aubrey Smith) is regaling his dinner guests of his exploits as a police officer decades earlier in Africa. He keys in a case where he had to track down a gang of three men who were suspected of a series of murders. He does stumble on them, but they actually end up capturing him. Fortunately, he was able to talk his way out of that predicament, and later on tracked them down again and captured them. One was hung for his crimes, while the other two were sentenced to twenty years in prison.

The plot of the movie is based on the original script of Jayant Pawar, which highlights the consequences of the atrocities towards the mill workers, totally ignored by the Government. The film is a story of a family of mill workers in Mumbai. It traces the birth of the politics of greed in Mumbai and exposes the collusion between the triumvirate of big business, the political establishment and the trade union leaders who ostensibly were charged with protecting the rights of the mill workers. In the two decades that followed, the entire landscape of Central Bombay was changed forever. Land became the currency of growth, and this began the systematic extinction of mills in Bombay. In a matter of just a few years, hundreds of thousands of workers lost their means of livelihood. Having worked in these mills from generation to generation, this was the only vocation that they knew.

In 1960, Lorenzo Anello (Robert De Niro) is raising a family: he lives in the New York City Italian American neighborhood borough of The Bronx with his wife Rosina (Katherine Narducci), and his young son Calogero (Francis Capra), who takes a fascination with the local mobsters led by Sonny LoSpecchio (Chazz Palminteri). One day Calogero witnesses a murder committed by Sonny in defense of an assaulted friend in his neighborhood. When Calogero chooses to keep quiet when questioned by NYPD detectives, Sonny takes a liking to him and gives him the nickname "C". Sonny's men offer Lorenzo a better paying job. Short Eyes is set in an unnamed prison in New York City, whose inmates are predominantly black or Puerto Rican. One day, Clark Davis, a young, middle-class white man accused of raping a young girl, arrive.
