The screenplay was loosely based on the novel Badge of Evil by Whit Masterson. Along with Welles, the cast includes Charlton Heston, Janet Leigh, Joseph Calleia, Akim Tamiroff, and Marlene Dietrich.
Touch of Evil is one of the last examples of film noir in the genre's classic era (from the early 1940s until the late 1950s). Since its release, the film's reputation has grown in stature, and it is now widely regarded as one of Welles's best films.
Synopsis
On the U.S.-Mexico border, a time bomb is planted in a car. A man and woman enter the vehicle and make a slow journey through town to the U.S. border, the woman (Joi Lansing) insisting that she hears something ticking. Newlyweds Miguel "Mike" Vargas (Charlton Heston), a drug enforcement official in the Mexican government, and Susie (Janet Leigh) pass the car several times on foot. The car crosses the border, then explodes, killing the occupants. (The cut to the exploding car is the first one in the film, the single-camera opening sequence lasting nearly three and one-half minutes.)Actors

Josef K. (Anthony Perkins) is sleeping in his bedroom, in an apartment he shares with other lodgers. He is awakened when a man in a suit opens his bedroom door. Josef assumes the glib man is a policeman, but the intruder does not identify himself and ignores Josef's demand to produce police ID. Several detectives enter and tell Josef he is under open arrest. In another room Josef K. sees three co-workers from his place of employment; they are there to provide evidence regarding some unstated crime. The police refuse to inform Josef K. of his misdeeds, or if he is even being charged with a crime, and they do not take him into custody.

Alexandre Dumas, Sr. (Berry Kroeger) tells his son Alexander Dumas, Jr. (Raymond Burr) the story of Joseph Balsamo (Orson Welles). Through flashbacks we learn that Balsamo was a French gypsy boy who endured much hardship. He was tortured under the command of Viscount de Montagne (Stephen Bekassy) and his parents were ordered to hang. Some years later, he learns the secrets of hypnosis from Dr. Mesmer (Charles Goldner). Ignoring the doctor's advice that he use his powers for healing, he exploits his new talent to the full; gaining wealth, fame and prestige. After changing his name to Count Cagliostro, he becomes famous all over Europe. Irish sailor Michael O'Hara (Orson Welles) meets the beautiful blonde Elsa (Rita Hayworth) as she rides a horse-drawn coach in Central Park. Three hooligans waylay the coach. In an opening scene before the credits an assassin, Banat, is seen preparing a gun while a gramophone skips as it plays. The story that follows is the narrative of a letter from Howard Graham, an American armaments engineer, to his wife Stephanie. While journeying to the Soviet port of Batumi to return to the United States to complete his business with the Turkish Navy, Graham and his wife stop in Istanbul and are met by Kopeikin, a Turkish employee of Graham's company, who under the pretense of discussing business, takes Graham to a nightclub to introduce him to dancer Josette Maretl and her partner Gogo. When Banat tries to kill Graham during a magic act, he shoots the magician instead, and Graham is brought to the headquarters of the Turkish secret police for questioning. Colonel Haki of the secret police warns Graham that German agents are trying to kill him to delay the re-arming of Turkish ships. He shows Graham a photograph of Banat, whom he says was hired by a Nazi agent named Muller, and orders Graham to travel secretly to Batumi aboard a tramp steamer instead of by train. Haki assures him that he will personally see that Stephanie gets to their hotel in Batumi ahead of him.

Guy Van Stratten, a small-time American smuggler working in Europe, is at the scene of the murder of a man named Bracco. The dying man whispers two names that he claims are very valuable, one of which is Gregory Arkadin.
