In response to a record high crime rate in Johannesburg, the South African government purchases a squadron of state-of-the-art, armour-plated attack robots from weapons manufacturer Tetravaal, developed by Deon Wilson. A competing project is the remotely controlled MOOSE, developed by soldier-turned-engineer Vincent Moore. Deon is praised for Tetravaal's success but Vincent grows jealous when the police are unwilling to give his heavy weapons platform equal attention. At home, Deon creates a prototype artificial intelligence that mimics a human mind to the point of feeling emotions and having opinions, but Tetravaal CEO Michelle Bradley refuses to let him test the A.I. on a police robot. Undeterred, Deon steals a recently damaged robot before it is destroyed and puts it in his van, along with the "guard key" needed to update the robot's software. On his way home, he is kidnapped by a group of gangsters, Ninja, Yolandi, and Amerika, who threaten to kill him unless he reprograms a police robot to fight for them. Deon installs the new software into the damaged robot, which responds with childlike terror upon powering up. Deon and Yolandi calm the robot, teaching it words and naming it "Chappie". Despite Deon wanting to stay with the robot, Ninja forces him out of their hideout.

Waiting for the film to resume, an unseen viewer begins channel surfing—simulated by bursts of white noise—through late night cable, with the various segments and sketches of the film representing the programming found on different channels. After an argument between Wayne and his wife Diane, she spent the night with her mother and is currently at work, worrying her teenaged daughter Amy, and their son Nick, who has inherited his father's inventive ingenuity and intelligence. Next door neighbors; the Thompsons, are getting ready for a fishing trip, but Russ' oldest son Little Russ is less than enthusiastic, as he and his father's interests often clash, resulting in his feeling belittled, and he is more interested in meeting Amy than spending the weekend camping. Younger son Ron, however, is enthusiastic, though his relationship with Russ Sr. is strained when he inadvertently sets off a booby trap in the yard.

Wayne has also started his own lab "Szalinski Labs" with his brother Gordon, and the two receive tickets to witness a shuttle landing, but Diane interrupts Wayne's message, reminding him that he needs to watch Adam and his cousins Jenny and Mitch while she and Gordon's wife Patti leave town for a Neil Diamond concert. She also reminds him to get rid of a tiki-man statue that she sees as an eyesore, though Wayne considers it his good luck charm not to mention something that could earn him a fortune one day.
