In 2079, there is a colony on the Moon called Little America. A retired smuggler called Pluto Nash (Eddie Murphy), who just left prison, buys a nightclub, in an attempt to fulfil a long-time wish of his. Additionally, this prevents the murder by ingestion of battery acid of the club's previous owner, Anthony Frankowski (Jay Mohr), a Polish polka dancer, by mobsters Gino (Burt Young) and Larry (Lillo Brancato) whom Anthony owed money to. Pluto rebuilds the club and establishes it as "Club Pluto." In the next seven years, Club Pluto becomes a very popular Little America nightclub. Its staff consists of Pluto himself, a Hispanic assistant, and an android named Bruno (Randy Quaid), an inferior 63 plus model.

A nuclear war breaks out in 1996, expending the world's entire nuclear arsenal, except for one missile. Two children, Philip Chandler (John Stockwell) and Marlowe Hammer (Michael Dudikoff), are abandoned by their fathers in a fallout shelter cut into the side of a wooded mountain. The pair grow up in the shelter, with 1950s detective fiction and swing music as the guiding force in their learning. Fifteen years later Marlowe succeeds in digging out the cave entrance. Banzai (Peter Weller) prepares to test his Jet Car, a modified Ford F-350 pickup truck powered by a jet engine and capable of exceeding the speed of sound. The car is also equipped with a secret device called an "oscillation overthruster", which Banzai and his associates hope will allow it to drive through solid matter. The test is a success: Banzai stuns onlookers by driving the Jet Car directly through a mountain. Emerging on the other side, Banzai finds that an alien organism has attached itself to the undercarriage.

At Medfield College, science buff Dexter Riley and his friends, including Richard Schuyler and Debbie Dawson, eavesdrop via a hidden walkie-talkie on a board meeting led by Dean Eugene Higgins, discussing the small college's continuing precarious finances. Later that afternoon, Professor Lufkin shows Higgins around the science lab where Dexter is working on an experiment with invisibility and another student, Druffle, explores the flight of bumblebees. That night, unknown to anyone, during a powerful thunderstorm, the roof of the lab is struck by lightning, sending a current of electricity down a metal beam and through Dexter's complex experiment components. The next day, as Dexter examines his burnt equipment with dismay, Higgins meets with A. J. Arno, a recently released prisoner, who had also purchased Medfield's mortgage. When Dexter accidentally drops one half of his glasses into a container of his experimental formula, it appears as if the substance destroys them, but upon closer examination, Dexter realizes the frames are merely partially invisible. After several excited tests, Dexter boldly places his fingers in the liquid and they disappear. Schuyler and Debbie arrive and are horrified to see Dexter with a partial hand, but Dexter insists Schuyler test the substance as well, admitting only afterward that he does not yet have an antidote.

In 2022, a comet strikes Earth causing an 11-year drought. By 2033, most of the little remaining water is held in reserve by Kesslee (Malcolm McDowell) and his Water & Power (W&P) corporation, which uses the water to control the population. Rebecca Buck – "Tank Girl" (Lori Petty) – is a member of a commune in the Australian outback that operates the last water well not controlled by the corporation. In an attack on the commune, W&P troops kill Tank Girl's boyfriend, Richard (Brian Wimmer), and capture Tank Girl and her young friend Sam (Stacy Linn Ramsower). Rather than killing her, Kesslee tortures and enslaves the defiant Tank Girl. Jet Girl (Naomi Watts), a talented but introverted jet mechanic who has given up trying to escape W&P, urges Tank Girl to make less trouble for their captors, though Tank Girl refuses. Among other forms of torture, W&P personnel push her down into a long pipe and fill it with water.
