In The Bronx, the Lieutenant drops his two sons off at Catholic school. After they leave the car, and before he drives to work, the Lieutenant takes a few small bumps of cocaine. His first case is a double murder. He wanders away from the scene to get some coffee, and across the street, he watches a petty thief rifling through the trunks of parked cars, which the Lieutenant ignores. He approaches a group of drug dealers, who run off as he approaches. The Lieutenant follows one dealer into an apartment building and up the stairs. The dealer waits for him in the hallway, and the Lieutenant gives him a bag of drugs from a crime scene. The Lieutenant quickly smokes some crack, and then sets aside a portion of the drugs for himself. The thief promises to give him the money he makes from selling the drugs in a few days. At an apartment, the Lieutenant gets drunk and engages in a threesome with two women. Meanwhile, a nun is raped in a church by two young hoodlums.

L'histoire se déroule en 1983. Salak et Tuang sont des voleurs professionnels. Un jour, alors qu'ils tentent d'ouvrir un coffre-fort, ils sont surpris par les propriétaires. Salak se réfugie dans la région très rurale de Betong et refait sa vie sous la fausse identité de Charan : il travaille à la station service-garage du brave Boonpreng. Mais un jour la magnifique épouse du garagiste, Charang, découvre que Charan est en réalité un prisonnier en fuite. The film captures the social impact of political change in China at the time. A semi-literate who was deprived of schooling during the Cultural Revolution, Li Huiquan, is released from labor camp. He arrives back in his native Beijing to find that he has no family or prospects or friends, just his underworld contacts trying to drag him back into a life of crime. His attempts to make good are continually thwarted. His street stall selling clothes puts him on the fringe of the black market, and he soon gets lured back into his old neighbourhood gangs. His disenchanted comrades include a nightclub chanteuse as well as an escaped convict. The film's lurking handheld camera visually presents realistic footage of a man destined for the past from which he left behind.
