In 1991, Hong Kong police inspector Wong Chi-shing (Anthony Wong) meets with his informant, Hon Sam (Eric Tsang), while Lau Kin-ming (Edison Chen), Hon's prospective mole within the Royal Hong Kong Police Force, assassinates Hon's triad boss, Ngai Kwun. Lau is later greeted by Hon's wife, Mary (Carina Lau), who casually ascertains whether he has any reservations about his mission for Hon. While giving him cash, Mary advises Lau to maintain a low profile. She also confesses that she was the person who ordered the hit on Ngai Kwun, admitting that Hon has no knowledge of this transgression and urges Lau to remain silent. Mary wants Hon to replace Ngai Kwun as the triad boss.

Chien Fu (Jackie Chan), an orphan adopted by a kung fu school, is overworked as their janitor and abused by the kung fu teachers as a walking punching-bag, with the school's cook, Ah-Wu (Tino Wong), being his only sympathizer. Chien befriends an old beggar (Yuen Siu Tien) by offering him a meal and a place to stay. Unknown to Chien, the old beggar is actually Pai Cheng-Tien, one of the last surviving masters of the Snake-style of kung fu. Pai is on the run from the Eagle Claw clan, which is viciously killing off all of the rival Snake-stylng spot, but is ambushed by Eagle Claw student Su Chen and an assassin masquerading as a Christian missionary (Roy Horan), and is injured. After being abused once more, Chien later finds him, helping him recover. Pai agrees to give him more lessons, on the condition that he does not call him "sifu" ("master"), since they are friends. The real reason, however, is to keep Chien's connection with him secret from his pursuers.

Cheung (Andy Lau) is given four weeks to live. As he eats at a diner, Inspector Ho Sheung-sang (Lau Ching-wan), a police negotiator, has been called to the scene of a bank robbery standoff that's being bungled by his inept boss, Wong Kai-fat (Benz Hui). Listening to a negotiation between Wong and the robbers, Ho feels that the robbers are professionals and goes in the negotiate with the robbers. After goading the robbers, a man amongst the hostages stands up and shoots the robbers dead. Inspector Ho recognizes his sniffling as the robber talking to Wong before he went in. As the police rush in, Inspector Ho leaves the crime scene to grab some breakfast.

The film is set in China in 1895 during the Qing dynasty. Wong Fei-hung travels by train from Foshan to Guangzhou to attend a seminar on medicine. He is accompanied by his romantic interest 13th Aunt and apprentice Leung Foon. The situation in Guangzhou is rather chaotic. On one hand, there are protests in the streets against the signing of the Treaty of Shimonoseki. On the other hand, the White Lotus Sect, an extreme xenophobic cult, goes around attacking Westerners and destroying everything regarded as alien to Chinese culture. At one point, 13th Aunt is almost captured by the cult when she tries to take a photo of them, but Wong shows up, fights with the cult members, and saves her.

The plot mostly involves the two main characters, Ching and Yiu and problems they face with Mickey, a fellow inmate and "Scarface", a high-ranking officer. Yiu is sentenced to three years for manslaughter. In a fight for his father, he kicked a man onto the path of a bus. Ching was sent to prison for killing his wife for being a prostitute. During the end of the film, inmates decide to go on hunger strike to protest against the cigarette price rise, this causes problems with "Assassin". Ching bit "Assassin"'s ear off and gets an extended sentence, Yiu is released from the prison.

The Golden Sword school is attacked by bandits. The servant Fang Cheng sacrifices his life to protect his master Qi Ru Feng. Deciding that he will only cause trouble for his master Fang Kang leaves the school only to run into his classmates and his master's spoiled daughter, Pei Er. In the ensuing fight Fang's right arm is cut off by Pei Er, who is angry at his indifference towards her. Stumbling away, Fang falls off a bridge into the passing boat of a peasant girl Xiao Man.

Chun-yau (Bryan Leung) was adopted as a little orphan boy by a humble rich man under one rainy-night who already had a mean young son. Chun-yau has developed into a fine kung fu fighter who is on the run with his newly-wedded wife Yuet-yee (Fanny Wang) from his step-brother Cho-wing (Chang Yi), whom is madly after his sister-in-law. The jealous son holds a grudge against his stepbrother because he blame Chun-yau for the lost of his eye (and now wears a jade patch over the eye). Now, Cho-wing has made it his goal to hunt down Chun-yau and his bride, prompting the newlyweds to spend their lives together running in fear from the gang leader. One fine day, Fatty (Sammo Hung) spots Chun-yau helping an old man from being crushed by a loaded-cart. Fatty challenges Chun-yau but is ultimately defeated. However, Chun-yau is not interested in becoming Fatty's master since he is more worried about his own domestic problems. Apparently Fatty has promised his ancestors that he shall learn proper kung fu by training under the man who beats him (and Chun-yau is the first to do so.). However, Chun-yau and his wife are trying to keep a low profile and they want nothing to do with Fatty, as all he does is attract attention. Fatty, meanwhile, can’t help but wonder why such a great martial artist lives in fear.
