The story takes place in the fictional small town of Lode, New Mexico, where just about all of the male townsfolk work for a copper mining plant, including Power (Gold). Power (whose name was given to him by his father so he could grow up strong) lives with his Aunt Joanie (Lynch) and is always shown air-drumming to music, even when at work. It turns out he air-drums because his father never could afford to buy him drums. He does his air-drumming at a talent show in a local bar, where his only praise comes from a young boy. Unfortunately, the mining plant is poised to strike, but Power is fired for a mishap that is one too many just beforehand, therefore he cannot join in. Disappointed, he stumbles upon an ad for an underground air-drumming place about forty miles south of them just across the border in Mexico. The boy lends him his dirt bike to get there, but he ends up losing it while there.

In Shanghai during the 1930s, Sing and his friend Bone attempt to join the Deadly Axe Gang which ruthlessly control the city under leadership of Brother Sum. Sing seeks to restore his confidence after being humiliated as a young boy while trying to protect a mute girl from bullies, due to the failure of the Buddhist Palm method he had learned from a pamphlet he bought from beggar. Sing and Bone attempt to intimidate the residents of Pig Sty Alley but are chased off by its Landlady. Hearing of this, Sum orders Sing and Bone captured, while sending the Gang to reassert its authority from the humiliation. Three of the tenants, Coolie, Fairy, and Donut, are revealed as martial arts masters and defeat more than fifty of the Gang. Fearing retribution, the Landlady evicts the three, but they meet a pair of hired assassins using a magical guqin to launch invisible blades. Coolie is beheaded, and Fairy and Donut are mortally wounded before the Landlady and her husband the Landlord reveal that they too are martial arts masters, having gone into self-exile after the death of their son. The two defeat the assassins but Fairy and Donut die from their wounds. The Landlords temporarily evacuate the other tenants for their safety.

Police Officer Tuba is a timid man who would rather play in the police band than get involved in any real police work. The precincts' most decorated officer, Sergeant Rambo Chow, decides to use Tuba in an undercover operation that goes disastrously wrong when Chow is killed. He makes Tuba promise to get the criminals to avenge him before he dies, and Tuba reluctantly agrees but does not really intend to keep his promise. Interfering in his work and his private life, especially his budding romance with the pretty Joanne so that everyone starts to think that Tuba is going crazy. In Hong Kong, Inspector Ng manages to stop the theft an armored car from a group of criminals. In another part of the city, a deal is being made between a Westerner and an assassin. After the deal goes sour, the assassin kills the Westerner while a duo of Asprin (Hoi Mang) and Strepsil enter to pickpocket the Westerner and steal his passport. Unknown to all of them is that the Westerner had secret microfilm that contained details of a group of criminals involved in illegal activities, most notably Mr. Tin. Inspector Ng arrives later and is heartbroken as the man who was killed was Richard Nornen, with whom she was romantically involved.

Five prisoners - Teapot (Sammo Hung), Curly (John Sham), Exhaust Pipe (Richard Ng), Vaseline (Charlie Chan), and Rookie (Stanley Fung) meet in their cell to form a friendship. While most of the group attempt to vie for Shirley's affection, Teapot ultimately forms a relationship with her.
