A sixth-century post-Roman kingdom called Urland is being terrorized by a 400-year-old dragon named Vermithrax Pejorative. To appease the dragon, King Casiodorus (Peter Eyre) offers it virgin girls selected by lottery twice a year. An expedition led by a young man called Valerian (Clarke) seeks the last sorcerer, Ulrich of Craggenmoor (Richardson), for help. A brutish centurion from Urland named Tyrian (Hallam), who has followed the expedition, intimidates the wizard. Ulrich invites Tyrian to stab him to prove his magical powers. Tyrian does so and Ulrich dies instantly, to the horror of his young apprentice Galen Bradwarden (MacNicol) and his elderly servant Hodge (Sydney Bromley). Hodge cremates Ulrich's body and places the ashes in a leather pouch, informing Galen that Ulrich wanted his ashes spread over a lake of burning water.

In 1992, journalist Kenichiro Terasawa (Kosuke Toyohara) is writing a book about Godzilla and learns about a group of Japanese soldiers stationed on Lagos Island in the South Pacific during World War II. They were unintentionally saved from a group of American soldiers by a mysterious dinosaur known as "Godzillasaurus" in February 1944. In 1954, the island was destroyed by a hydrogen bomb test and the radiation from the bomb mutated the dinosaur into Godzilla.

An English knight, Bowen (Dennis Quaid), mentors a Saxon prince, Einon (Lee Oakes), in the Old Code, the ideals of chivalry in the hope that he will become a better king than his tyrannical father. Einon's mother, Queen Aislinn (Julie Christie), has him taken before a dragon whom she implores to save his life. The dragon replaces Einon's damaged heart with half of its own on the promise that Einon will rule with justice and virtue. However, Einon soon becomes more tyrannical than his father was, enslaving the former rebels and forcing them to rebuild a Roman castle. Bowen believes that the dragon's heart has twisted Einon, and swears vengeance on all dragons.

The quartet are causing mischief until they are summoned by Maleficent ("Rotten to the Core"), who orders them to use their school trip to steal Fairy Godmother's wand; with it, the villains will break the barrier and control of both sides of magic.

Endless warfare and environmental pollution have resulted in the frequent appearance of monsters. The Earth Defense Force (EDF) is established. Mutant humans with extraordinary physical capabilities are discovered and are organized into an EDF troop called the M-Organization. Their main opponent is Godzilla, first sighted in 1954. After repeated battles, Godzilla is captured in a crevasse at the South Pole and buried under an avalanche of ice. The EDF ship Gotengo, commanded by Captain Gordon, battles and destroys Manda but in the process, the ship is wrecked and Gordon is dismissed from the EDF. At M headquarters, mutants Ozaki and Kazama spar before their next mission.

Dallben fears the Horned King may try to steal his pig Hen Wen, which has oracular powers, and use her to locate the cauldron. Dallben directs Taran to take Hen Wen to safety; unfortunately, Taran's daydreaming causes Hen Wen to be captured by the Horned King's forces.
