Barbara Gordon traque les criminels de Gotham City dans le costume de Batgirl. Une nuit, elle tente d'arrêter des braqueurs seule mais échoue ; Batman intervient et capture l'un des voleurs en fuite. Les deux justiciers identifient l'organisateur : Paris Franz, neveu du parrain du crime Lord Francesco, qu'il souhaite évincer pour prendre sa place, et qui commence à être obsédée par Batgirl. Batman demande à sa protégée de le laisser faire mais elle refuse. Quand Franz piège Batgirl en la menant vers le cadavre de Francesco, Batman lui interdit de s'impliquer dans l'affaire. Furieuse, Batgirl commence à frapper Batman et le plaque au sol avant de l'embrasser, puis ils couchent ensemble. La nuit sème la confusion dans la relation entre Batman et Batgirl. Franz se manifeste à nouveau, piégeant Batman, et Batgirl intervient mais manque de le tuer. Barbara se rend compte que Batman avait raison et abandonne son costume.

Blade rescues Whistler and brings him back to the lair, ridding the latter's vampirism with a cure developed by Dr. Karen Jenson.

A group of vampires look for the hidden resting place of Drake, also known as Dracula—the genetic "father" of their species. Steve Rogers is a character in contemporary times whose father was a 1940s government agent. The very patriotic attitude of Steve's father earned him the nickname Captain America, and his father is spoken of as having been murdered. Rogers, a former Marine now making what little living he makes as an artist, is inspired by this story to sketch a super-hero. After receiving potentially fatal injuries in an accident, he is administered an experimental chemical called the FLAG — Full Latent Ability Gain—formula (at one point referred to as a "super-steroid") which not only saves his life but also enhances his body with heightened strength and reflexes. These new abilities lead Dr. Simon Mills (Len Birman), the research biochemist and intelligence official who had told Rogers about his father, to recruit him and give Steve a costume based on his drawing. As Captain America, he also makes significant use of a specialized reconstruction of the van he has been driving, out the rear of which can be launched a modified motorcycle. Its functions include a rocket thrust for a fast start out of the van, a jet boost for increased speed, a setting to allow the bike to be ridden with less noise for stealthier movement and a hang glider structure which can allow the bike to glide to the ground with some forward momentum, although it must be jettisoned upon landing.

Two years after the Battle of New York, Steve Rogers works in Washington D.C. for the espionage agency S.H.I.E.L.D. under Director Nick Fury, while adjusting to contemporary society. Unable to decrypt the data recovered by Romanoff, Fury becomes suspicious about Insight and asks senior S.H.I.E.L.D. official Alexander Pierce to delay the project.

A rash of suspicious suicides among scientists and businessmen, all found holding a small scarab, gets the attention of Mayor Randolph. He demands that Police Commissioner Dryden and District Attorney Grant Gardner get to the bottom of the case, while openly wishing that Captain America, a masked man who has helped defeat crime in the past, were around to solve the mystery. Gail Richards, Grant Gardner's secretary, investigates and realises someone knows of the "Purple Death", a hypnotic chemical responsible for the suicides. However he then pulls out a gun and takes her into another room. He then orders an associate to tie her up. The D.A. realises she is there and forces the man to take him to her. He finds her tied up and gagged. He frees her but it is threatened that the purple death will be dropped killing them all. But the D.A. shoots him then gets out of the room with Gail.
