In the early 16th century, a young boy witnesses his father's death at the hands of Kabai Sengh during an attack on their ship by the ruthless Sengh Brotherhood. He is washed ashore on an island called Bengalla and found on the beach by tribesman who take him to their village. There he is given the Skull Ring and swears to devote his life to the destruction of piracy, greed, cruelty and injustice. In adulthood, he adopts the identity of "The Phantom", a masked avenger. The role of The Phantom is passed on from father to son through centuries, leading people to believe in a single, immortal figure and accordingly to nickname him "The Ghost Who Walks" and "The Man Who Never Dies".

By the 2080s, much of Earth has become an uninhabitable wasteland. While some humans manage to survive in the wasteland, the majority of humanity resides in huge Mega-Cities with populations of tens of millions, where the traditional justice system has been replaced by a corps of Judges whose role combines those of police officer, judge, jury, and executioner. The most dedicated "Street Judge" in Mega-City One is Joseph Dredd (Sylvester Stallone), who assists rookie Judge Hershey (Diane Lane) in ending a block war. Herman "Fergee" Ferguson (Rob Schneider), a hacker recently released from prison, is caught in the firefight and hides inside a food dispensing robot, only to be arrested by Dredd and again sentenced to five years' imprisonment.

When Cole's Department Store's Santa Claus gets drunk before taking part in the Thanksgiving parade, Dorey Walker (Elizabeth Perkins), Cole's director of special events, fires him and must find a replacement immediately. She spots an old man (Richard Attenborough) berating the inebriated Santa, and begs him to take over. He introduces himself as Kris Kringle. Kris does so well during the parade that he is immediately hired to be Cole's main Santa for the holiday period. All the children in New York begin to believe that he is the real Santa, with the exception of Dorey's six-year-old daughter Susan (Mara Wilson). Dorey's boyfriend, Bryan Bedford (Dylan McDermott), does his best to convince Susan to believe. While being babysat one night by Kris, Susan shares with him her Christmas wish, she would like a dad, a house (used every year for the Cole's catalogue photoshoot) and a baby brother. In the late 19th Century, a young explorer named Jack Conroy arrives in Alaska from San Francisco and meets a musher named Skunker and his late father's buddy Alex Larson, a rugged guide who reluctantly agrees to take Jack to his father's claim. While on their journey, they are stalked by a large pack of wolves. While resting at a campfire at nightfall, a female wolf manages to lure one of the sled dogs (Digger) away from the group, another wolf appears and chases the dog into the woods, Skunker uses his ammunition to wound one wolf and gives chase to save his dog, but is killed and devoured by the rest of the pack. Later that night the wolves return but are scared off by Jack and Alex using burning branches. The following morning the wolves attack the two men, but they are saved when another sled team arrives with one of the men fatally shooting a female wolf, her pup (who is half dog) is left to fend for himself. Jack and Alex reach a town where they plan to stay for the winter. A band of Native Americans, meanwhile, find the pup, and the chief names him White Fang.
