In ancient China, Qin Shi Huang, a brutal and tyrannical warlord, unites the country's kingdoms into an empire and becomes the Dragon Emperor. He orders the construction of the Great Wall of China to bury and curse his dead enemies. The Emperor soon grows fearful that his death will end all he has accomplished and summons Zi Yuan, a sorceress who is said to know the secret of immortality. The Expendables, a group of elite mercenaries based in New Orleans, deploy to the Gulf of Aden to save hostages on a vessel from Somali pirates. The Expendables—led by Barney Ross and formed by Lee Christmas, Gunnar Jensen, and Toll Road—extract former member Doctor Death, a knives specialist and team medic, from a military prison during his transfer on a train. They recruit Doc to assist them in intercepting a shipment of bombs meant to be delivered to a warlord in Somalia. Arriving there, they reunite with Hale Caesar, who directs them to the drop point, where Ross is surprised to find out that the arms trader providing the bombs is Conrad Stonebanks, a former co-founder of the Expendables who went rogue and was presumed dead. In the ensuing firefight, The Expendables manage to kill all but Stonebanks, who shoots Caesar twice. As the team attempts to aid him, they are forced to retreat due to Stonebanks' advanced weaponry, and Caesar is severely injured in the process.

South Boston teenager Jason Tripitikas (Michael Angarano) is a fan of martial arts films and he awakens from a dream of a battle between the Monkey King (Jet Li) and celestial soldiers in the clouds. He visits a pawn shop in Chinatown to buy Wuxia DVDs and discovers a golden staff. On his way home, Jason is harassed by some hooligans, whose leader Lupo attempts to use him to help them rob the shop-owner Hop. Hop tries to fight the thieves with the staff, but is shot and wounded by Lupo. He tells Jason to deliver the staff to its rightful owner and Jason flees with the staff. He is cornered on the rooftop by the hooligans and almost shot too, but he is pulled off the roof by the staff and falls backwards onto the asphalt.

Liu Siu-jian (Jet Li), a Chinese intelligence agent, is sent to Paris to help apprehend Chinese mob boss Mr. Big (Ric Young), who is involved in heroin smuggling. He meets Inspector Jean-Pierre Richard (Tchéky Karyo), a corrupt and violent French police detective, at a hotel. Richard tricks Liu into believing he is simply providing reconnaissance of a meet involving Mr. Big. The plans are changed when Mr. Big is introduced to two prostitutes, one being Jessica Kamen (Bridget Fonda), an American woman, who takes him to his room to service him. While Liu and the rest are watching through the surveillance camera, Mr. Big kicks everyone out except for the two prostitutes. After pretending to seduce him, one of the prostitutes then stabs Mr. Big. Overseeing the events from a surveillance room, Liu rushes to stop the killing, but Richard enters shortly later to shoot Mr. Big and the prostitute with Liu's police-issued handgun, framing Liu for the murders.
