A group of soldiers led by Maj. Baker (Bradford Dillman) is ordered to investigate a basement level station which they believed was attacked. After Baker contacts his commander, Gen. Slater (Richard Widmark), they begin to investigate who drove a civilian van into the base. It is revealed to be owned by a scientist named Dr. Bradford Crane (Michael Caine), the only survivor of the attack. Slater orders two helicopters to check for a black mass (revealed to be bees), but the two helicopters are swarmed by the bees and crash, killing the pilots inside. In the year 2274, the remnants of human civilization live in a sealed domed city, a utopia run by a computer that takes care of all aspects of their life, including reproduction. The citizens live a hedonistic life but, to maintain the city, everyone must undergo the ritual of "Carrousel" [sic] when they reach the age of 30. There, they are vaporized and ostensibly "renewed". To track this, they are implanted at birth with a "life-clock" crystal in the palm of their hand that changes color as they approach their "Last Day." Most residents accept this promise of rebirth, but those who do not are known as "Runners" and "Sandmen" are assigned to pursue and terminate them.

In 1941, the newly appointed Commander-in-Chief of the Combined Fleet Admiral Isoroku Yamamoto (Sō Yamamura) and his predecessor, Zengo Yoshida (Junya Usami), discuss America's embargo that starves Japan of raw materials. While both agree that a war with the United States would be a complete disaster, army hotheads and politicians push through an alliance with Germany and start planning for war. With the U.S. Pacific fleet at Pearl Harbor, Yamamoto orders the planning of a preventive strike, believing Japan's only hope is to annihilate the American Pacific fleet at the outset of hostilities.

The film's beginning has General George S. Patton (George C. Scott) giving a speech to an unseen audience of American troops (based on his speech to the Third Army), with a huge American flag in the background. The scene then shifts to North Africa at the start of 1943, where Patton takes charge of the demoralized American II Corps in North Africa after the humiliating defeat at the Battle of the Kasserine Pass. After instilling discipline in his soldiers, he leads them to victory at the Battle of El Guettar, the first American victory over the Axis, though he is bitterly disappointed to learn afterward that Erwin Rommel (Karl Michael Vogler), whom he respects greatly as a general, was not his opponent. Patton's aide, Captain Jenson, is killed in the battle. Shortly after the battle, a new member of his staff, Lieutenant Colonel Codman assures Patton that, though Rommel was absent, that if Patton defeated Rommel's plan, then he had defeated Rommel.

An organized crime war breaks out between two rival gangs in Chicago during the Roaring Twenties. The leader of the Southside Mob is the notorious Al Capone, who resents his nemesis George "Bugs" Moran's activity in the city. Moran, too, wants control of the town's bootlegging and gambling operations. His lieutenants Peter and Frank Gusenberg use threats and intimidation to make tavern owners do business with them in exchange for "protection." Moran gives the order to have a crony of Capone's eliminated as the Chicago body count escalates. Inclusive are flashbacks to a lunchtime attack on Capone at a restaurant outside of Chicago by Hymie Weiss and Moran in September 1926 and the murders of Weiss in October 1926 and Dion O'Banion in November 1924 by Capone's gang.
