In a Louisiana nursing home in 1999, Paul Edgecomb becomes nervous while watching the 1935 film Top Hat. He is with his elderly friend Elaine, who becomes concerned, and Paul tells her that the film reminded him of his past, when he was a prison officer in charge of death row inmates at the Cold Mountain Penitentiary during the summer of 1935. The scene shifts to 1935, where Paul works with fellow guards Brutus "Brutal" Howell, Harry Terwilliger, and Dean Stanton. Unlike the other guards, Paul is a very calm guard and is sympathetic with some inmates.

A U.S. Coast Guard patrol boat stops a suspicious yacht, discovering that an American businessman and his family have been murdered by several men operating the craft. The murdered man happens to have been a close friend of the President. President Bennett (Moffat) learns that the man was murdered because of his ties to a drug cartel, having skimmed over $650 million from it. The President tells James Cutter (Yulin), his National Security Advisor, that Colombian drug cartels represent a "clear and present danger" to the U.S., indirectly giving him unofficial permission to kill the men responsible for his friend's murder. When Vice Admiral Jim Greer (Jones) is stricken with terminal cancer, Jack Ryan (Ford) is appointed Deputy Director of Intelligence and is asked to go before the U.S. Congress to request increased funding for ongoing (CIA) operations in Colombia.

John "Jack" Sommersby (Gere) left his farm to fight in the American Civil War and is presumed dead after six years. Despite the hardship of working their farm, his apparent widow Laurel (Foster) is quite content in his absence, because Jack was an unpleasant and abusive husband. While driving through the fictional Beechum County, Alabama, NYU students and friends Billy Gambini (Ralph Macchio) and Stan Rothenstein (Mitchell Whitfield) accidentally shoplift a can of tuna while stopping at a convenience store. After they leave the store, the clerk is shot and killed, and Billy and Stan are arrested in connection with the murder. Due to circumstantial evidence and a confession to shoplifting misconstrued as one to the shooting, Billy is charged with murder, and Stan is charged as an accessory. The pair call Billy's mother, who tells her son that there is an attorney in the family, his cousin Vinny (Joe Pesci). Vincent LaGuardia Gambini travels to Beechum County accompanied by his fiancée, Mona Lisa Vito (Marisa Tomei). Although he is willing to take the case, Vinny is a personal injury lawyer from Brooklyn, New York, newly admitted to the bar (after six attempts in six years) with no trial experience.

Following a news story depicting the demolition of a slum in East London, South Africa, journalist Donald Woods (Kevin Kline) seeks more information about the incident and ventures off to meet black activist Steve Biko (Denzel Washington). Biko has been officially banned by the South African government and is not permitted to leave his defined banning area at King William's Town. Woods is formally against Biko's banning, but remains critical of his political views. Biko invites Woods to visit a black township to see the impoverished conditions and to witness the effect of the government-imposed restrictions, which make up the apartheid system. Woods begins to agree with Biko's desire for a South Africa where blacks have the same opportunities and freedoms as those enjoyed by the white population. As Woods comes to understand Biko's point of view, a friendship slowly develops between them.
