In August 1942, a group of German soldiers enjoy leave in Cervo, Liguria, Italy after fighting in North Africa. An awards ceremony is held for several soldiers in the unit, where one platoon's new commander, Leutnant (Lieutenant) Hans von Witzland (Thomas Kretschmann) is introduced. When Unteroffizier (Sergeant) Manfred "Rollo" Rohleder (Jochen Nickel) refuses to button up his collar, his Assault Badge is revoked. Following the assembly, Rohleder, Obergefreiter (Corporal) Fritz Reiser (Dominique Horwitz) and the rest are sent to the Eastern Front to fight for Stalingrad.

The film takes place in late 1999. India has an out-of-control nuclear satellite in orbit that is about to re-enter the atmosphere at any time, contaminating large areas of the Earth. This has caused a massive panic, with everyone trying to flee the likely impact sites. Caught in a traffic jam, impatient and disconnected Claire Tourneur (Solveig Dommartin) escapes the highway congestion by taking a side road. Her dashboard computer system announces she has left the map zone database and is on her own. She then has a couple of odd encounters, first with a pair of bank robbers (which leaves her with a large amount of cash), then with a hitchhiker being pursued by an armed party. Claire discovers, after falling in love with the enigmatic fugitive, that he is the son of a scientist (played by Max von Sydow), and has absconded with the prototype of a secret research project. Multiple government agencies and freelance bounty hunters are chasing him to recover the device.

Bastian Balthazar Bux (Barret Oliver), a shy and friendless bibliophile child, hides in a bookstore, interrupting the grumpy bookseller, Mr. Coreander (Thomas Hill). Bastian asks about one of the books he sees, but Mr. Coreander advises against it; despite which, Bastian seizes the book, leaving a note promising to return it, and hides in the school's attic to read. The book describes the world of Fantasia threatened by a force called "The Nothing"; where the Childlike Empress (Tami Stronach) who rules over Fantasia has fallen ill, and has summoned Atreyu (Noah Hathaway) to discover the cure. Atreyu is therefore given the AURYN. As Atreyu sets out, the Nothing summons Gmork (voiced by Alan Oppenheimer), a werewolf, to kill Atreyu.

The story is told from the viewpoint of Lt. Werner (Herbert Grönemeyer), who has been assigned as a war correspondent on the German submarine U-96 in October 1941. He meets its captain (Jürgen Prochnow), chief engineer (Klaus Wennemann), and the crew in a French nightclub. Thomsen (Otto Sander), another captain, gives a crude drunken speech to celebrate his Ritterkreuz award, in which he openly mocks not only Winston Churchill but implicitly Adolf Hitler as well.

1: The Punishment Begins Berlin, 1928. Franz Biberkopf is released after serving four years in Tegel prison for killing his girlfriend Ida. After settling into his old apartment he visits Minna, Ida’s sister. Minna succumbs to his forceful advances. In a flashback we see Franz kill Ida with a cream whip after correctly suspecting she was about to leave him. Franz later runs into his old friend Meck and has a drink with him in Max’s bar, a local place. There he meets Lina Przybilla, a young Polish woman, who moves in with him. He receives notification from the Berlin Police that he is barred from living in certain Berlin districts and surrounding municipalities, under the threat of a fine or imprisonment, Biberkopf places himself under the supervision of a charity called Prisoners' Aid, to which he must report once a month, and remain in employment. By doing this, he is able to remain in Berlin.

The film starts in Germany in 1943. During an Allied bombing raid Maria (Hanna Schygulla) marries the soldier Hermann Braun (Klaus Löwitsch). After "half a day and a whole night" together, Hermann returns to the front. Postwar, Maria is told that Hermann has been killed. Maria starts work as a hostess in a bar frequented by American soldiers. She has a relationship with an African-American soldier Bill (George Byrd), who supports her and gives her nylon stockings and cigarettes. She becomes pregnant by Bill.

P.J. Lurz, an industrialist with an office in a Berlin high-rise, informs his American headquarters that the company has difficulty selling its security-related computer systems to the West German government in Bonn. Nevertheless Lurz has hatched a secret plan to boost sales. Meanwhile Susanne, Lurz’s secretary, receives a phone call with the message: The world as will and idea. This is a code phrase among a secret group of thirty-something middle-class leftists and would-be terrorists to which she belongs. The phrase has been taken from the central work of the German philosopher Arthur Schopenhauer, The World as Will and Representation. With these words, Susanne sets an ambiguous covert plot into motion, alerting the members of the terrorist cell of an upcoming meeting. Hermann Hermann is a successful entrepreneur in the 1930s Germany. As the Nazis gradually rise to power, Hermann, who is a Russian émigré, becomes increasingly frightened and mentally unstable. His attempts at leaving the country are accompanied by symptoms of madness, the most vivid being his belief that he found his exact double, although the person in question differs from him in every respect. He creates an elaborate plan that would allow him to flee to Switzerland, but it soon becomes unclear whether his voyage leads him to a neutral country or merely allows him to take refuge in his madness.
