After a convention appearance gig turns out to be wildly unsuccessful and unpleasant, a group of cult horror icons find themselves reluctantly persuaded to haunt a trailer park. Picking up immediately where the first film ended, Marybeth (Danielle Harris) is attacked by Victor Crowley (Kane Hodder), but manages to escape. Jack Cracker finds her, pulls her out of the river, and takes her back to his cabin. After finding out her last name, he forces her to leave, telling her that if she wants help, she needs to see Reverend Zombie (Tony Todd). Moments after she leaves, Jack views Shapiro's camcorder, which he found in the swamp. The footage shows Shapiro filming different topless women, including Misty and Jenna. After Jack finishes watching the video, he is killed by Victor Crowley, who gouges his intestines out and strangles him with them until he decapitates him.

The story involves a trio of teenagers, named Timmy, Jamie and Mick, who enjoy watching their favorite TV show which features anthropomorphic dinosaurs. Wanting to watch it on a better screen, Timmy, the youngest of the three, suggests that they try watching it on his father's screen in his laboratory. The moment they turn it on, a vortex sucks the three into the TV screen, and into their favorite show. Upon entering the new world, the trio comes across a flightless Dimorphodon named Forry. The film begins with Leatherface bludgeoning a young woman, Gina, to death with a sledgehammer before beginning the process of cutting off her face in order to make it into a mask. Gina's sister, Sara watches from a nearby window. Leatherface hears Sara outside, and after she flees, he briefly checks outside before going back to work. Some time later, Michelle and her boyfriend Ryan, a couple that constantly argues, both traveling through Texas, pass through a security checkpoint near the excavation of a large number of butchered bodies, a cop approaches them and interrogates them, shortly after they leave and reach the Last Chance Gas Station. At the station, they meet a hitchhiking cowboy named Tex and the station's perverted owner Alfredo. Tex shows Ryan a route on the map that can get them to a town. A fight soon breaks out between Tex and Alfredo when Tex finds the latter spying on Michelle while she uses the station restroom. As Michelle and Ryan flee from the station in their car, they witness Alfredo apparently killing Tex with a shotgun.

The film follows a group of people in Birch County, California, a fictionalized city/county which is very similar to real-life Los Angeles, who after being ticketed for numerous traffic violations and as a result lose their licenses and driving privileges (and their vehicles impounded), are ordered by Judge Nedra Henderson (Sally Kellerman) to attend a driving course program in order to get their licenses and their vehicles back. However, the assigned teacher for this course, Deputy Henry "Hank" Halik (James Keach), is also conspiring with the judge in a plan to make sure these offenders fail miserably, and at any cost, making one of the offended individuals, landscaper Dana Cannon (John Murray), very suspicious of their scheme and enlisting his fellow students to expose their plot to sell their impounded vehicles.
