The story takes place in the early 1970s in Chicago. The CIA has been required for political reasons to recruit African Americans for training. Only one of them, Dan Freeman (Lawrence Cook), secretly a black nationalist, successfully completes the training process. He becomes the first black man in the agency and is given a desk job—Top Secret Reproduction Center Sections Chief (which means he's in charge of the copy machine). Freeman understands that he is the token black person in the CIA, and that the CIA defines his function as providing proof of the agency's supposed commitment to integration and progress. Therefore, after completing his training in guerrilla warfare techniques, weaponry, communications and subversion, Freeman puts in just enough time to avoid raising any suspicions about his motives before he resigns from the CIA and returns to work in the social services in Chicago.

Bob Mitchell (Dabney Coleman) and his wife Jean (Cloris Leachman) are driving through the hot Arizona desert on their way home to Los Angeles. A detour has taken them 100 miles out of the way down a deserted road...because Jean insisted on taking photographs of a particular area to take back to their daughter. Bob is irritated by the delay in getting home - and after throwing a few jabs at Jean, the two stop at a roadside cafe/inn called the Arroyo Motel. It's a rundown claptrap and aside from the cook Jim Cutler (Ross Martin) and one customer named Tom (Ned Beatty), the place is empty.But the two travelers are hungry and the diner will do for now. To their surprise, both Jim and Tom are hostile and downright rude to them. The situation makes Jean uncomfortable. She tries to call home using the payphone but the line is busy.

From the film's promotional materials: "Arnold Berman is a klutz. Just ask his cousin Kenny, who has to put up with him over summer vacation from college. Arnold has to be seen to be believed: an uptight, unreal, super-straight Business major who's a whiz at accounting and a failure at everything else. Kenny and his pal Rollo turn Arnold on to a little grass to loosen him up, but they don't realize the demons they've set free: for the now-swinging Arnold becomes a pothead Horatio Alger and soon has them all in the midst of a multi-million-dollar grass-dealing firm complete with snazzy executive offices, a fleet of delivery trucks, group insurance, and a little league team. All of this does not escape the attention of either the local police or the local "organization," and the result is a free-enterprise free-for-all in which the customers are as high as the company stock.

Charley Varrick (Matthau) is a crop-duster and former stunt pilot. The aging trailer-park dweller has clearly not been too successful. Together with his wife Nadine and co-conspirators Al Dutcher and Harman Sullivan (Andrew Robinson), a heavily disguised Varrick robs a bank in the rural crossroads community of Tres Cruces, New Mexico. During the robbery, two policemen and Dutcher are killed. Nadine drives the get-away car and eludes the police, but she, too, has been mortally wounded. Varrick distracts the police by blowing up the getaway car with black powder and gasoline, with his wife's body inside. He and Sullivan escape.
