Synopsis

Tommy Gibbs (Fred Williamson) is an African-American who grew up in Harlem, New York City. As a kid, he was brutally assaulted by racist white cop McKinney. The incident led him to a life of crime. Laissé pour mort à la fin de Black Caesar, le parrain de Harlem, Tommy Gibbs a survécu grâce à l'intervention de son père qui a réussi à l'emmener à l'hôpital à temps tout en cachant des précieux documents dévoilant la corruption du procureur de New York Di Angelo et de plusieurs policiers. Mis en danger, Di Angelo a donc ordonné la mort de Gibbs. Ce dernier, toujours aidé par son père, font le ménage chez leurs ennemis en nettoyant les rues de Harlem et font un arrangement pacifique avec Di Angelo pour être blanchis des accusations portées contre eux par la police. Désormais, Gibbs pense à renoncer à l'illégalité lorsqu'il tombe amoureux de sœur Jennifer, une religieuse qui travaille avec le révérend Rufus, un ancien maquereau qui a trouvé la rédemption dans la religion.

The Aztec god Quetzalcoatl, a winged, dragon-like, female lizard, decides to take up residence in the art-deco spire of the Chrysler Building, taking frequent jaunts in the midday sun to devour various hapless New Yorkers. The resulting bloody mess confounds detectives Dr. Shepard (David Carradine) and Sgt. Powell (Richard Roundtree), who are already occupied with a case involving a series of bizarre ritual murders linked to a secret Aztec cult. Meanwhile, Jimmy Quinn (Michael Moriarty), a cheap, paranoid crook who wishes to be a jazz pianist, takes part in a botched diamond heist that leads him to the creature's lair atop the building. This causes Quinn's attempts to settle down and turn over a new leaf from crime to be in vain as he decides to extort from the city an enormous amount of money in exchange for directions to the creature's nest, which houses a colossal egg.

The movie opens to a narration detailing the poor economic state of a gang-ridden Gary. The narrator explains to the audience of how the city came into such a state. After the opening narrative, the scene switches to the base of operations for the Rebels, a local street gang, and a one-on-one basketball game between a Rebel gang member and a local boy named Kenny Thompson. Kenny humiliates the Rebel by winning and taking the gambled winnings for his own. After he leaves, Spyro, the current co-leader of the Rebels (opposite Damien) is under the impression that Kenny's skills are something more than "something he picked up." He instructs his lieutenant, Kayo, to exact retribution on Kenny for being hustled.

Danny O'Brien (Chuck Norris) is a cop who likes to work alone that never waits for his back up. In L.A. he is trying to apprehend the notorious Simon Moon (Jack O'Halloran), also known as The Terror. Simon has been killing women by snapping their necks and taking them to his lair in an abandoned movie theater. O'Brien is attacked by Simon who almost kills him in the struggle. When the killer flees the scene and climbs up a ladder he slips and falls, knocking himself unconscious. When the backup arrives they think O'Brien caught The Terror and the people of L.A. call him "Hero". Simon is then arrested and taken to jail.

In New York City, a sniper perched on a water tower opens fire on the crowded streets below, killing fifteen pedestrians. Peter Nicholas (Tony Lo Bianco), a Catholic NYPD detective, arrives at the scene and approaches the sniper as police officers surround the building. Before jumping to his death, the sniper, Harold Gorman, tells Nicholas that God had told him to commit the murders. Two Texas-based United States Border Patrol Agents, Logan (Kris Kristofferson) and Wyatt (Treat Williams), are tasked by their obnoxious boss (Kevin Conway) to begin planting motion-detection sensors in their sector at the Federal government's request, something that Wyatt believes will lead to many of the Patrol being forcibly retired and the remaining agents stuck behind computer screens all day. While Logan and Wyatt are planting a sensor, they discover a Jeep buried in the desert containing a man's skeleton (identified as Michael F. Curtis from San Antonio), a high-powered rifle, and $800,000 in cash. Logan wants to use the money to finance their escape from their brutally hard jobs and uncertain futures, while Wyatt is reluctant; they agree to put out the Jeep's license plate information to the Sheriff's department, and later discuss the matter with Sheriff Wells (Rip Torn) who tells Logan his father Matt was a hero. They take the money to a source Logan trusts and learn the bills are legitimate but somewhat unusual, as many of them were circulated directly from the Federal Reserve in Dallas and are all dated between 1962 and 1963.
