Shortly before the Nazi invasion of France, Dr. Michele Wulf (Thulin) encounters the younger Stanislaus Pilgrin (Schell) over a game of lightning chess, not being aware that Pilgrin is a chess master. In the spring of 1918, a German U-boat stops a Dutch freighter on its way to Stockholm, Sweden during the final year of World War I. The Germans board the ship, identify one man as a Belgian spy, and take him prisoner. One of the passengers questioned is an attractive Swiss dress shop owner named Madeleine Goddard (Vivien Leigh) who is returning to Stockholm from a business trip to Paris, where she purchased dresses for her boutique. After returning to Stockholm, Madeleine, who is a German spy, meets with her contacts and provides information on Allied troop movements she acquired in Paris. The information is cleverly concealed in the gowns she purchased. While the Germans believe that she is one of their top spies, Madeleine is in fact a French double agent working to uncover the identity of the new German secret service leader in Stockholm.

Harry Fabian (Widmark) is an ambitious American hustler and conman operating in London, always looking for a better deal. He maintains a fractured relationship with the honest Mary Bristol (Tierney), nightclub owner and businessman Phil Nosseross (Sullivan), and Helen (Withers), who is Phil's estranged wife. While attempting a con at a wrestling match, Fabian witnesses Gregorius (Zbyszko), a veteran Greek wrestler (and looking for all the world like tough guy actor Lawrence Tierney near the end of Tierney's troubled life) arguing with his son Kristo (Lom), who has organised the fight, and effectively controls all wrestling in London. After denouncing Kristo's event as tasteless exhibitionism that shames the sport's Greco-Roman traditions, Gregorius leaves with Nikolas (Richmond), a fellow wrestler. Fabian catches up with the two and befriends them, having realised that he can host wrestling in London without interference from Kristo if he can persuade his father to support the enterprise.

In Portugal, James Bond – agent 007, sometimes referred to simply as '007' – saves a woman on the beach from committing suicide by drowning, and later meets her again in a casino. The woman, Contessa Teresa "Tracy" di Vicenzo, invites Bond to her hotel room to thank him. The next morning, Bond is kidnapped by several men while leaving the hotel, who take him to meet Marc-Ange Draco, the head of the European crime syndicate Unione Corse. Draco reveals that Tracy is his only daughter and tells Bond of her troubled past, offering Bond a personal dowry of one million pounds if he will marry her. Bond refuses, but agrees to continue romancing Tracy under the agreement that Draco reveals the whereabouts of Ernst Stavro Blofeld, the head of SPECTRE.

The movie opens at Munich's Oktoberfest. Kendig and his team foil a microfilm transfer to an East German spy. However, they purposely do not apprehend Yaskov. Kendig is summoned to Washington, where his supervisor, Myerson (Beatty), is forcing Kendig into semi-retirement and a desk job because Kendig didn't arrest the Russian. Kendig resists, claiming to be "a field man", and, on his own initiative, takes leave, shredding his file en route. It is days before that is discovered. He goes to Salzburg, Austria to "hear some Mozart" and visit an old friend, Isobel Von Schoenenberg (Jackson). It is here that he seizes on the idea of writing a book exposing all the 'dirty tricks' of the CIA, KGB and other 'spy agencies'. Isobel is horrified to read the first chapter and tells Kendig that they'll all come after him to kill him. Nevertheless, he mails copies of the chapters to the various spy chiefs in the US, Russia, China, France and Great Britain. Soon enough, Myerson and Yaskov are after him, just as he wanted.
