Synopsis
"Tailspin" Tommy (Clark Williams) and his fellow pilots prevent a group of corrupt businessmen, Manuel Casmetto (Herbert Heywood) and Horace Raymore (Matthew Betz ) from stealing Nazil Island's oil reserves. They are aided in their efforts by news reporter Milt Howe (Pat J. O'Brien). When Tommy is triumphant, he also finds he has a movie contract.Actors

Pauline Hargraves (Evalyn Knapp) is the intrepid daughter of Professor Hargraves (James Durkin), a noted doctor of chemistry and archeology. Dick Tracy's foe for this serial is the crime boss and Masked Mystery Villain The Spider/The Lame One (both names are used) and his Spider Ring. In the process of various crimes, including using his Flying wing and sound weapon to destroy the Bay Bridge in San Francisco and stealing an experimental "Speed Plane", the Spider captures Dick Tracy's brother, Gordon. The Spider's minion, Dr. Moloch, performs a brain operation on Gordon Tracy to turn him evil, making him secretly part of the Spider Ring and so turning brother against brother.

In 1941, an American aviator, 'Smilin' Jack' Martin wishes to resign as an advisor to the Nationalist Chinese Army in order to return to the United States to enlist as an aviator in America's military buildup prior to the attack on Pearl Harbor.
