John L. Sullivan (Joel McCrea) is a popular young Hollywood director of profitable but shallow comedies (e.g. Ants in Your Plants of 1939). Sullivan is dissatisfied despite his success and tells his studio boss, Mr. Lebrand (Robert Warwick) that he wants his next project to be a serious exploration of the plight of the downtrodden. He asks to make his next film an adaptation of O Brother, Where Art Thou?, a socially-conscious novel. Lebrand wants him to direct another lucrative comedy instead, but the idealistic Sullivan refuses to give in. He wants to "know trouble" first-hand, and plans to travel as a tramp so he can return and make a film that truly depicts the sorrows of humanity. His butler (Robert Greig) and valet (Eric Blore) openly question the wisdom of his plan.

In wartime San Francisco, chemist and blackmailer Albert Baker (Frank Ferguson) is killed by hit man Philip Raven (Alan Ladd), who recovers a stolen chemical formula. Raven is double-crossed by his employer, Willard Gates (Laird Cregar), who pays him with marked bills and reports them to the Los Angeles Police Department as stolen from his company, Nitro Chemical. Raven learns of the set up and decides to get revenge. Crooked political boss Paul Madvig (Brian Donlevy) is determined to back reform candidate Ralph Henry (Moroni Olsen) for governor after falling in love with Henry's daughter, Janet (Veronica Lake). Madvig's right-hand man, Ed Beaumont (Alan Ladd), believes the move is a big mistake and rightly distrusts Janet's motives. She is only playing along at her father's request; she is put off by Madvig's crudity and becomes very attracted to the more eclectic Beaumont. He fends off her advances out of strong loyalty to his friend. In this sequel to the 1990 movie Class of 1999, the setting is still a violent future metropolis where gangs rule the hallways and themes like education and higher learning are a mere memory. Jenna McKenzie is a young, sweet high school teacher who witnesses the killing of one of her students by gang member Sanders. Jenna wants to testify, so Sanders and his thugs try to intimidate her with threats and even going as far as to try to rape her. The principal cannot suspend Sanders without definite proof of wrongdoing, the cops have no evidence and Jenna's boyfriend Emmett wants to deal with Sanders himself, but Jenna does not want him to do that. Jenna starts to question whether or not suspending Sanders will improve the educational system or not. Enter John Bolen, a substitute teacher who believes in extremely strict discipline. Jenna takes a liking to him and feels she has found a friend who is willing to listen to her problems. John teaches Jenna that students should not be allowed to gain control of any situation in the classroom and that she must have a firm hand when it comes to teaching students. When Sanders and his gang try again to harm Jenna, John shows up in the nick of time and defends her from harm. John realises that Sanders and his crew have no respect for the faculty and decides to kill the gang members one by one. Then, Emmett and the local sheriff learn that an ex-C.I.A. operative named Gordon Ash is in town and is tailing John. It turns out that John is not an ordinary teacher after all: it seems that he believes he is the last of a group of cybernetic fighting machines who are programmed to teach students and discipline those who misbehave. But, in reality is only a human ex-soldier wearing body armor. As it happens, Sanders and his group are at the top of John's "Termination" list. But then, John starts to malfunction and starts to target almost everyone for termination, even Jenna.

Chev Chelios (Jason Statham) is a Chinese-based British hitman, working for a crime syndicate headed by Uglyman (Carlos Sanz). Chelios is contracted by Carlito to kill mafia boss Don Kim (Keone Young) as members of the Triads have been encroaching on Carlito's business. Carlito betrays Chelios by making it appear he assassinated Don Kim on his own, without his authorization. Ricky Verona (Jose Pablo Cantillo), an ambitious small-time criminal uses the opportunity to conspire with Carlito against Chelios; Verona will kill Chelios so the Triads do not retaliate, and then take Chelios's place as Carlito's new hired gun. While Chelios sleeps in his apartment, Verona, his brother Alex (Jay Xcala), and several henchmen break in and inject Chelios with a Chinese synthetic drug which inhibits the flow of adrenaline, slowing the heart and eventually killing the victim. Chelios wakes to find a recording left by Verona showing what he has done.
