In late 1969, Billy Covington (Robert Downey Jr.) works as a helicopter traffic pilot for a Los Angeles radio station, but after breaking several safety regulations on the job, the U.S. Federal Aviation Administration suspends his pilot's license. His piloting skills, bravery and disregard for the law are noticed by a mysterious government agent, who tells Billy that he can get his license back if he accepts a job in Laos, working for a "strictly civilian" company called Air America. The stranger indicates the air mission in Laos is "Top Secret" and the fact that American soldiers are stationed in Laos is a cover-up.

In Los Angeles, Billie York (an uncredited Whoopi Goldberg) is murdered by a man dressed as a Wilderness Girl because she possesses a microfilm with the recipe to turn cocaine into Wilderness Girls cookies and she won't hand it over to the ones that seek it. Her former partner, Wes Luger (Samuel L. Jackson), takes the case in an attempt to avenge her death. As part of the terms for letting Luger taking the case, psychotic burned-out narcotics agent Jack Colt (Emilio Estevez) is assigned to the case with Luger. Under the advice of their captain (Frank McRae), they meet Dr. Harold Leacher (F. Murray Abraham) who informs Jack that the case has something to do with General Mortars (William Shatner) under whom Jack had worked during his days in Vietnam. Following Leacher's advice they pursue the villains, however, before the villains are apprehended, Luger must journey into his past to realize the right thing to do.

The Stooges operate a local drugstore whose landlord, the cantankerous Amos Flint (Emil Sitka), informs them their lease is about to expire. Larry protests that the trio have had their establishment for a decade, and do not want to leave. As the four bicker, Flint's elderly wife Cerina (Christine McIntyre) enters the store, only to be berated by Flint for being an old hag. "25 years is enough," he coldly confirms. After he storms off, the boys take to the frail Cerina, who begins to weep that ever since she lost her beauty, Amos had threatened to leave. Both saddened and incensed, the Stooges offer Cerina their spare room in the back. Shemp, seeing this, hatches a plan to invent a "Fountain of Youth" to restore Cerina to her stunning beauty. Deeming the idea "tremendous, colossal and putrid," the Stooges flee to their pharmaceutical lab and mix together a powerful serum.

Wealthy Ajax Bullion (Emory Parnell) is up in arms when his eccentric wife (Lelah Tyler) informs him that she wants to adopt a refugee, the latest socio-political movement. After taking a trip to his dentist (Richard Fiske), Mr. Bullion meets the Stooges, inept window washers who act as interim dentists when Bullion enters the office demanding medical attention. After pulling his bridge-work out completely ("you stripped his gears!", Larry comments), they try to put it back into his mouth with cement. However, the cement hardens before they have a chance to put the tooth back in, so they decide to blast. The dentist arrives back in his office as the dynamite is lit. He calls out to the Stooges, who notice him and run off. The dynamite goes off and Mr. Bullion wakes up, noticing that the pain in his tooth is gone. He heads back to his car and notices the Stooges hiding inside. He inquires as to what they are up to, and Moe says that they are "refugees." Mr. Bullion then has a very nasty idea to disabuse his wife of her philanthropic notion: pass these three nitwits off as refugee children.

The Stooges are icemen that have fallen asleep in their delivery wagon. Their horse wakes them up. Curly finds his face and head embedded in a large block of ice after having used it for a pillow. Moe and Larry break him out of it, and they begin their ice block deliveries. After several deliveries they are called to make a delivery at a house atop a long, high staircase. It's so high that every time they go up, the ice melts to a cube. They make several attempts including relaying it successfully to the top, only to have Curly drop it. It's during these attempts and arguments that they bump into Mr. Lawrence (Vernon Dent) and ruin his cakes.
